Energy Non-Tax State Revenue (PNBP) Reaches 40 Percent of APBN 2026 Target

Energy and Mineral Resources Minister (ESDM) Bahlil Lahadalia said that Non-Tax State Revenue (PNBP) in the energy sector had reached around 40 percent of the target in the 2026 State Budget (APBN). ‘In the first quarter of 2026, PNBP in the energy sector had reached roughly 40 percent,’ Bahlil said, as quoted by Antara on Thursday, 21 May 2026.

Under Law No. 17 of 2025 on the 2026 State Budget, the target for natural resources revenue was Rp 236.614 trillion. Natural resources revenue includes crude oil and natural gas and non-oil and gas natural resources.

Bahlil explained that this achievement was influenced by rising energy commodity prices. The surge in energy commodity prices was triggered by the US–Israel war against Iran.

According to Bahlil, the contribution of upstream oil and gas industry players to the PNBP is significant. ‘They can create jobs and generate a multiplier effect,’ he said.

In a separate remark, Finance Minister Purbaya Yudhi Sadewa noted that non-tax state revenue grew by 11.6 percent or Rp 171.3 trillion.

According to Purbaya’s briefing, the performance of natural resources PNBP grew 3.9 percent year-on-year to Rp 83.1 trillion in the January–April 2026 period, compared with Rp 80 trillion in the same period last year. The growth was driven by higher prices of minerals such as nickel, copper, gold, silver, and aluminium.

Prices also rose for crude oil. The Ministry of Energy and Mineral Resources (ESDM) set the Indonesian Crude Price (ICP) for April 2026 at US$117.31 per barrel. That price rose by US$15.05 from March 2026, which stood at US$102.26 per barrel.
