The Central Jakarta District Court has executed the eviction of the land and buildings of Hotel Sultan, Jakarta, with the assistance of police and military personnel. The value of the area, which is part of the Gelora Bung Karno (GBK) complex, is estimated at more than Rp28 trillion. This execution at the Simpang Semanggi elite area is the largest and most expensive civil execution in Indonesian history.

The execution was carried out to implement the Central Jakarta District Court ruling Number: 208/Pdt.G/2025/Jkt.Pst in conjunction with the Eviction Execution Order Number: 01/Pdt.Eks/2026/PN.JKT.Pst. The land executed includes the former HGB No. 26 and former HGB No. 27 plots on Jalan Jenderal Gatot Subroto, Central Jakarta. The applicant is the Minister of State Secretariat and the respondent is PT Indobuildco.

The ruling ordered the respondent to vacate and return the land plots and all buildings and fixtures attached to them. It also declared that the decision could be executed immediately despite any legal challenges (uitvoerbaar bij voorraad). The execution process was led by the Central Jakarta District Court Registrar, Parmika Ahyar, and secured by police and military personnel. The physical eviction will take place over one month, with all movable property inventoried and stored in warehouses in Jababeka.

With this execution, assets claimed to be worth Rp28.9 trillion are returned to the state’s asset list. The process faced resistance, resulting in police arresting 119 individuals.

The execution enforces the immediate ruling (uitvoerbaar bij voorraad) from the Central Jakarta District Court decision Number 208/Pdt.G/2025/PN Jkt.Pst. dated 28 November 2025, in conjunction with the Eviction Execution Order dated 30 April 2026. The panel of judges, chaired by Guse Prayudi, ruled that PT Indobuildco had committed an unlawful act (PMH) and ordered the evacuation and return of the land plots, covering 53,709 m² and 83,666 m², along with all buildings, to the state.

A court spokesperson stated the ruling has a very strong legal foundation, built upon seven Supreme Court decisions with permanent legal force from 2011 to 2024. These include four civil judicial reviews and three state administrative court rulings, all consistently affirming that the state’s Land Management Rights (HPL) No. 1/Gelora are valid, the HGB titles held by PT Indobuildco are null and void, and the land and buildings revert to the HPL holder. The decision was also upheld by the DKI Jakarta High Court.

All procedural stages were completed over more than six months prior to the execution, including two formal warnings to the respondent and a site verification by the court registrar. The eviction notice was sent on 19 May 2026, providing nearly a month for voluntary vacation. Movable property will be inventoried, documented, and stored at logistics facilities in Cikarang.
