The Emeralda Resort Consumer Protection Forum has officially reported the President Director of PT Siliwangi Anatha Bumi (SAB), Yana Priatna, to the West Java Regional Police. The report was triggered by alleged criminal acts of fraud and embezzlement in The Emeralda Resort housing project located in West Bandung Regency. Based on the forum’s data collection as of Monday (8/6/2026), 199 consumers have been recorded as having paid a total of Rp117.3 billion to the developer. The funds were paid through cash or instalment schemes directly to the company’s account, but the promised housing units have yet to be completed. Chairman of the Emeralda Resort Consumer Protection Forum, Heri Setiawan, stated that the collective report represents 123 consumers with losses amounting to Rp73 billion. ‘We filed this report because consumers have not received certainty over the homes they purchased. We have pursued various efforts, from formal complaints to mediation through the West Bandung Regency DPRD, but there has been no resolution,’ Heri said on Friday (12/6/2026). Heri explained that the project was marketed extensively through property exhibitions and brochures. Consumers were promised handover within three years after signing the Sale and Purchase Binding Agreement (PPJB). However, since 2024, many consumers have experienced failed handovers. Ironically, many victims paid in full using bank loans outside of mortgage schemes, as the Emeralda Resort project did not provide mortgage facilities. ‘To date, there is not a single building that has been fully completed in accordance with the marketed units,’ he stressed. In addition to construction delays, the forum also highlighted legal issues with the project. Of the four clusters marketed, only the Kingston Cluster has partial Building Approval (PBG), covering 153 PBGs out of 273 units. Meanwhile, the other three clusters are suspected of lacking construction permits. Furthermore, the forum found indications that part of the project land remains in dispute and is not yet fully owned by the developer. This adds to consumer concerns over the fate of their investments. Before taking legal action, the forum attempted to summon Yana Priatna with the assistance of the West Bandung Regency DPRD. However, the individual reportedly never attended the summons. ‘We hope the West Java Police will thoroughly investigate this report, trace the company’s assets, and provide legal certainty for the victims who have suffered enormous losses,’ Heri concluded.
