PT Elnusa Petrofin (EPN), a subsidiary of PT Elnusa Tbk under Pertamina’s Upstream Subholding, is strengthening its operational systems and Health, Safety, Security and Environment (HSSE) culture through the use of digital technology, enhanced risk management, and improved fleet reliability. The company currently manages over 98 operational locations across Indonesia and supports energy distribution through a network of 51 Pertamina Patra Niaga Fuel Terminals. Operations are supported by a Road Traffic Control (RTC) system that operates 24 hours a day to monitor the fleet in real-time via more than 2,900 GPS devices and over 2,200 CCTV cameras.

Director of Operations and Marketing at PT Elnusa Petrofin, Ferdiansyah, stated that operational reliability and safety are two complementary aspects in maintaining energy distribution. “For Elnusa Petrofin, operational excellence and HSSE excellence are inseparable. We build systems, processes, and a work culture that ensures every energy distribution is carried out safely, on time, and reliably to support the needs of communities throughout Indonesia,” he said.

The company also implements Journey Risk Management to identify potential risks from the journey planning stage until the fleet arrives at its destination. Additionally, a Fit to Work programme is applied to ensure that tanker truck crews are in a ready condition before carrying out distribution. Safety reinforcement is further supported by the provision of rest areas and checkpoints on strategic distribution routes to reduce the risk of driver fatigue during long-distance journeys.

To enhance fleet reliability, Elnusa Petrofin employs a Maintenance Management System (MMS) and MMS Lite integrated with the digital Operational Maintenance Information (OMI) application. This system is supported by cooperation with authorised vehicle brand distributors to maintain fleet maintenance standards. At energy facilities, the company applies a Process Safety Asset Integrity Management System (PSAIMS) strengthened through risk studies such as Hazard Identification (HAZID) and Hazard and Operability Study (HAZOP) to maintain asset integrity and operational safety.

These various system reinforcements support energy distribution during high-demand periods, including the Ramadan and Idulfitri (RAFI) and Christmas and New Year (Nataru) task forces. During these periods, the company deploys more than 7,000 tanker truck crew members to ensure the smooth distribution of fuel and LPG across various regions in Indonesia. In line with operational strengthening, Elnusa Petrofin also integrates sustainability principles through energy efficiency programmes, emission reduction, environmental conservation, and community empowerment to support Indonesia’s Net Zero Emissions 2060 target.
