Electronic Land Certificates Equipped with Secret Codes Claimed to Minimise Manipulation Risks

JAKARTA - The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) claims that the implementation of electronic land certificates equipped with secret codes (e-codes) can minimise the risks of manipulation and forgery of documents in land transactions. This security system is integrated with the Sentuh Tanahku application and is used in the digital verification process by Land Deed Officials (PPAT) when preparing land sale and purchase deeds. “When preparing a sale and purchase deed, the PPAT must scan the barcode on the Electronic Certificate. Our system will then generate a secret code. This code can only be accessed through scanning the digital document (via Sentuh Tanahku) and is not available on printed documents,” explained the Head of the Data and Information Centre (Kapusdatin) of the Ministry of ATR/BPN, I Gede Ketut Ary Sucaya, in his statement on Thursday (14/5/2026). Since the implementation of Electronic Certificates, digital verification has become a mandatory step for PPAT in preparing land sale and purchase deeds. PPAT no longer only checks physical documents but must also match the data with the digital information stored in the application. The verified data includes land parcel data and land ownership information. This layered validation is said to provide additional security to ensure the authenticity of the data while closing opportunities for forgery or manipulation of documents in land sale and purchase transactions. “PPAT must thoroughly check our digital data. So, it’s not just about reading the printed land book. After that, it will be matched to see if the elements on the printed certificate are the same as those in the electronic one, in the digital data,” said Ary. The integration of Electronic Certificates with the Sentuh Tanahku application is considered to strengthen the aspects of security, transparency, and accountability in land services. This digitalisation is also expected to increase public trust in the digital system developed by the Ministry of ATR/BPN.
