The government, through the Ministry of Energy and Mineral Resources (ESDM), has set the electricity tariff for PT PLN (Persero) for 13 non-subsidised customer groups in the third quarter of 2026, covering the July-September period, to remain unchanged. This policy was taken to maintain public purchasing power, support industrial competitiveness, and provide certainty for business actors. ESDM Minister Bahlil Lahadalia stated the decision was made even though, based on the tariff adjustment formula calculation, electricity tariffs should have increased. In accordance with ESDM Ministerial Regulation Number 7 of 2024 concerning Electricity Tariffs Provided by PT PLN (Persero), adjustments to electricity tariffs for non-subsidised customers are made every three months by referring to changes in the realisation of macroeconomic parameters, namely the exchange rate, Indonesian Crude Price (ICP), inflation, and the Reference Coal Price (HBA). For the determination of electricity tariffs for the third quarter of 2026, the macroeconomic parameters refer to the realisation from February to April 2026, namely an exchange rate of Rp16,959.32 per US dollar, an ICP of 96.12 US dollars per barrel, inflation of 0.21 percent, and an HBA of 70 US dollars per tonne in accordance with the Domestic Market Obligation (DMO) coal policy. Based on the tariff adjustment formula, the accumulated change in these parameters should have caused an increase in electricity tariffs. β€˜In order to maintain public purchasing power and support national economic stability, the Government has decided that electricity tariffs for the third quarter of 2026 will remain unchanged,’ Bahlil said in Jakarta, quoted on Wednesday (1/7/2026).
