Electricity resilience, national resilience
The national electricity system should be viewed as strategic infrastructure that concerns public services, the economy, defence, and national security. This perspective presents a broader understanding of electricity’s function as the nation’s lifeblood. Disruptions to the electricity system not only affect household lighting but can also hamper communications, transportation, hospitals, data centres, government services, and security systems. Such impacts can spread very rapidly and affect multiple sectors simultaneously. Therefore, maintaining electricity reliability is genuinely a shared responsibility. The government, security forces, regulators, industry players, primary energy suppliers, equipment manufacturers, inspection agencies, and the public all have interconnected roles. No single institution can work alone to sustain such a complex system. The larger the electricity network, the greater the need for cross-sector coordination to ensure every link in the chain functions properly. Changes in the strategic environment also bring new challenges that cannot be addressed with old approaches. Threats to electricity infrastructure are no longer limited to physical damage or technical faults. Risks can now emerge from sabotage, cyberattacks, information manipulation, and disruptions to the primary energy supply chain. These threats demonstrate that protecting critical infrastructure now requires a comprehensive approach, combining physical security, digital technology, information governance, and continuous risk mitigation. Thus, the proposal for the government to consider strengthening the status of PLN installations and equipment as vital objects with special protection is a discussion worthy of in-depth study. The aim is not to grant special treatment to a company, but to ensure that the infrastructure supporting public life receives a level of protection commensurate with its strategic value.
