Electric Motorcycles Not Yet Recorded as Definitive Assets, Still Under AGO Investigation: BGN

Deputy Head of the National Nutrition Agency (BGN) Agustina Arumsari has stated that the procurement of electric motorcycles has not been recorded as definitive equipment and machinery assets because it is still under investigation by the Attorney General’s Office (Kejagung). The Kejagung had previously stated that it was handing over the use of the electric motorcycles to the BGN. “The advance payment for expenditure in 2025 was an advance payment for the electric motorcycles, which then became a public issue. The advance was paid in 2025, and the final payment of Rp243.9 billion was made in 2026. This has been fully paid in 2026, but it has not been recorded as a definitive equipment and machinery asset because it is still in the Kejagung investigation process,” Agustina Arumsari said during a Hearing Meeting with Commission IX of the Indonesian House of Representatives in Jakarta, Friday (17/7/2026). To settle the bill for the electric motorcycle procurement, she said the BGN had followed the End-of-Fiscal-Year Holding Account mechanism, a process for securing state budget funds at the end of the year for unfinished contractual work. The BGN also still has potential bills to be settled with third parties amounting to Rp743 billion. “The end-of-year holding account uses the RPATA mechanism, allowing 2025 payments to be completed. At that time, it was used to pay for the motorcycles, Internet of Things devices, and several procurement processes, including a correction to the motorcycle plan from an initial 25,000 units to 21,000 units,” she said. During the meeting discussing budget realisation, Agustina conveyed that for one of the indicators of the Free Nutritious Meals Programme aimed at improving the quality of Indonesia’s human resources, budget realisation was only around 59 per cent of the target. Management support, including the Indonesian Development Pioneer Scholars programme, also did not achieve full realisation. “There are performance targets that were not achieved. From a budget allocation of Rp18.7 trillion, the realisation was around Rp11 trillion. Our achievement is only 59 per cent, meaning that in terms of performance, we have not met the target. Furthermore, for the SPPI management support, the budget and its realisation were not 100 per cent,” she said. Agustina also reported that the BGN’s total expenditure realisation in 2025 reached Rp51.5 trillion, or approximately 60.49 per cent of the budget ceiling of Rp85.2 trillion.
