Eko Suwanto Urges Yogyakarta Regional Government to Conduct Training and Capacity-Building for Jaga Warga Groups

The A Commission of the Yogyakarta Regional Legislative Assembly (DPRD DIY) is pressing the regional government to strengthen the capacity of Jaga Warga groups through systematic training and capacity-building programmes. This effort is considered important to support the creation of peace, public order, and community protection (Trantibumlinmas).

Eko Suwanto, head of the A Commission of DPRD DIY, stated that monitoring results regarding the implementation of Yogyakarta Governor Regulation Number 41 of 2023 showed that the presence of Jaga Warga groups scattered across thousands of hamlets and villages still requires competency standardisation.

“Jaga Warga members need to understand that personnel in the field are not merely present, but truly comprehend their primary duties and functions as the frontline force in maintaining social stability in their respective areas,” said Eko in a statement on Monday (9/3/2026).

Eko explained that the A Commission of DPRD DIY in a working meeting on Wednesday (4/3) had issued several recommendations. One of these requests that the Paniradya Keistimewaan ensure budget allocation for procurement of supporting infrastructure for Jaga Warga. The infrastructure in question includes communication repeaters, vests, and operational costs for Omah Jaga Warga.

Additionally, the A Commission is also encouraging strengthening of group identity through uniform attributes. This is considered to be able to foster pride and increase the dedication and morale of Jaga Warga members.

“In accordance with Governor Regulation Number 41 of 2023, particularly Article 30 regarding training and capacity-building, a solid system must be built between security instructors and government facilitation. Jaga Warga is projected not only to be a symbol of the harmonious communal tradition, but to become a formal professional institution in safeguarding the dignity and security of Yogyakarta,” he said.

Eko also appreciated the performance of Jaga Warga groups, which have been supervised by the Yogyakarta Civil Service Police (Satpol PP DIY). This appreciation was expressed during a joint breaking-fast event with Jaga Warga members across Yogyakarta City last weekend.

He hopes the synergy between Satpol PP DIY with ranks at district and city levels becomes stronger. This is because the current distribution of support to Jaga Warga is deemed uneven due to differences in budget capacity in each region.

“Our hope is that the momentum of preparing the 2027 regional budget work plan and the 2028 Special Autonomy Fund can present more concrete allocations, from vests, two-way radio communication devices (HT), to strengthening the infrastructure of Omah Jaga Warga as a coordination centre at the sub-district level,” he concluded.
