Eighteen years towards B50
The B50 biodiesel mandatory programme, which comes into full effect on 1 July 2026, is not a policy born from a single decision. It is the accumulation point of eighteen years of palm oil-based energy policy calibration that began long before the debate on energy security became as crowded as it is now. The legal foundation now rests on Minister of Energy and Mineral Resources Regulation Number 4 of 2025 concerning the Business and Utilisation of Biofuels, reinforced by a Ministerial Decree that specifically mandates a 50 percent biodiesel blend in all types of diesel fuel. Technically, B50 is an equal blend of palm oil-based Fatty Acid Methyl Ester and fossil diesel, up ten points from the B40 composition previously in effect since early 2025. To understand the scale of this change, one must trace the policy trajectory from its starting point. The biodiesel mandate was first implemented in 2008 with a B2.5 blend, a volumetric figure that had almost no perceptible impact on national diesel consumption at the time. Subsequent increases proceeded in stages: B10 was introduced shortly thereafter, followed by B15 and B20 over the following years as domestic CPO processing industry capacity began to be built. Each increase actually demanded comprehensive adjustments across three layers simultaneously: biodiesel production capacity at the factory level, raw material quality standards that must meet dozens of technical parameters, and blending and distribution infrastructure that must reach thousands of fuel dispensing points across the archipelago. The leap to B30 occurred in a far more institutionally mature era when the Palm Oil Plantation Fund Management Agency (BPDPKS) was already fully functioning as a financing instrument for the price difference between biodiesel and fossil diesel. B35 and B40 followed in a tighter timeframe, reflecting a deliberate acceleration pushed by the government ahead of the national leadership transition. Data shows biodiesel utilisation in 2025 reached 14.2 million kilolitres, or 105.2 percent of the government’s target of 13.5 million kilolitres. This data already indicates that domestic production capacity had actually exceeded the formal target before B50 was officially enacted. Three presidents contributed their respective parts to this sequence. The initial regulatory foundation was laid during the era of President Susilo Bambang Yudhoyono when the biodiesel mandate was first formulated as a national energy policy instrument. The seventh President of the Republic of Indonesia, Joko Widodo, continued with a significant acceleration from B20 to B40, a period coinciding with the massive development of downstream palm oil industry capacity. Under the leadership of President Prabowo Subianto, he inherited the B40 framework and pushed it to B50 within less than two years of being inaugurated. This acceleration, when compared to the intervals between previous stages, is considered very short. The speed is closely linked to the increasing global energy geopolitical pressures since late 2025, when tensions in the Middle East region made world oil prices and supply vulnerable.
