Indonesia’s government, through Minister of Communications and Digital Transformation (Menkomdigi) Meutya Hafid, has announced a drastic move to protect children in cyberspace. From 28 March 2026, children under the age of 16 will be prohibited from having accounts on eight major digital platforms, spanning social media to online gaming platforms.

The measure is set out in Minister of Communications and Digital Transformation Regulation Number 9 of 2026, which is a derivative regulation of Government Regulation (PP) No. 17 of 2025 on the Governance of Electronic System Administration in Child Protection (PP Tunas). The rule requires electronic system operators (PSE) to purge under-16 accounts and tighten age verification.

Implementation will be phased, targeting platforms deemed to pose high risks to children’s safety and mental development. The full list of platforms will be announced as the policy rolls out.

Meutya Hafid emphasised that the decision was taken because the digital space in Indonesia has reached a stage that is worrying for children. He said: ‘The decision is driven by real threats in the digital space for children. Technology should humanise people, not sacrifice the childhood of our children.’

Under the new rule, the burden of oversight is not solely on parents. The government requires technology companies (PSEs) to take full responsibility for underage users on their platforms. ‘The government ensures that the responsibility for protecting children lies with the platforms managing the digital space. Therefore, parents do not have to face the challenges of technological development alone,’ added Meutya.

The policy will be overseen strictly by the Ministry of Communications and Digital Transformation (Kemenkomdigi), and platforms that violate age-verification provisions face administrative sanctions up to blocking in Indonesia.

Meutya Hafid formally prohibited children under 16 from having accounts on TikTok, Roblox, and YouTube starting 28 March 2026. Read the full PP Tunas rules here!
