Education Ministry urges schools to implement post-disaster regulations

The Ministry of Primary and Secondary Education (Kemendikdasmen) has urged educational units affected by disasters in several provinces to deliver education services by referring to various post-disaster regulations and guidelines.

Head of the Basic and Secondary Education Policy Agency (BKPDM) at Kemendikdasmen, Toni Toharudin, affirmed that the ministry has issued regulations and policies that serve as references for the provision of education in disaster situations, ranging from Minister of Education and Culture Regulation Number 33 of 2019 on the Implementation of the Disaster Safe Education Unit Programme (SPAB), to Secretary General Regulation Number 6 of 2023 on Technical Guidelines for the Implementation of the SPAB Programme.

“Regulations and guidelines regarding the provision of education in disaster situations are already available. We encourage regional governments and educational units to utilise and implement them according to conditions on the ground, while prioritising safety and the fulfilment of students’ right to learn,” he said in Jakarta on Monday.

As the latest development this year, the ministry has also issued Minister of Primary and Secondary Education Circular Letter Number 1 of 2026 on the Provision of Learning in Disaster-Affected Educational Units, as well as an Education Implementation Guide.

He added that all these regulations and guidelines can also be accessed by regional governments and educational units through the Legal Documentation and Information Network (JDIH) of Kemendikdasmen and via the link bkpdm.kemendikdasmen.go.id/TangguhBencana.

With easy access to information, the ministry hopes that educational units will have clear references for maintaining the continuity of education services before, during, and after a disaster occurs.
