Education Ministry Urged to Compile Teacher Demand Balance Sheet

Previously, Director General of Teachers and Education Personnel at the Ministry of Primary and Secondary Education, Nunuk Suryani, stated that the government is currently formulating a selection scheme for the appointment of non-ASN teachers. These deliberations are to ensure the appointment of honorary teachers to ASN status through either the civil servant (PNS) path or the government employee with a work agreement (PPPK) path. “ASN status, whether PNS or PPPK, is still being reviewed,” she said at the D Building Complex of the Ministry of Primary and Secondary Education, Central Jakarta, on Monday, 11 May 2026. The government is abolishing the status of non-ASN teachers via Circular Letter of the Minister of Primary and Secondary Education Number 7 of 2026 concerning the Assignment of Non-ASN Teachers. Under the letter, after 31 December 2026, the existence of non-ASN teachers will be discontinued. This abolition is a mandate from Law Number 20 of 2023 on the State Civil Apparatus (ASN). Article 66 of the ASN Law requires that the entire process of structuring non-ASN personnel be completed no later than December 2024. However, following that deadline, there are still 237,196 non-ASN teachers actively teaching until 31 December 2026. Nunuk explained that each scheme selection has its considerations. The PNS selection scheme will take into account the age limits of participants. Meanwhile, the PPPK selection scheme considers the appointment of PPPK teachers in 2021. “The PPPK scheme dates from 2021 and that was all affirmation. Its continuation means those whose age is above 35 have already been accommodated,” she stated. She said that the determination of the scheme will be made by the Ministry of Administrative and Bureaucratic Reform, though she expressed her desire that all honorary teachers be appointed as ASN.
