Education Ministry Boosts Course Institution Quality Through Internal Quality Assurance System
The Ministry of Primary and Secondary Education (Kemendikdasmen) is assisting and mentoring the Padang City Government in West Sumatra to improve the quality of course and training institutions through the implementation of the Internal Quality Assurance System (SPMI).
Director of Courses and Training at the Directorate General of Vocational Education, Yaya Sutarya, stated in Padang on Friday that this mentoring is part of a major transformation of the quality assurance system for non-formal education, which is now being strengthened at the regional level.
“Starting in 2026, the implementation of SPMI and performance evaluation for course and training institutions will become the authority of local governments through the Education Office,” Yaya said. The process is fully supported by a new digital system called Si Permata (Integrated Quality Assurance System for Course Institutions).
Through the Si Permata platform, every course and training institution is required to conduct regular self-evaluations as the primary foundation for building a quality culture. Yaya explained that the mentoring programme is designed to equip institutions with the ability to map their own quality, plan improvements, implement programmes, and conduct continuous evaluations.
“Through SPMI, each institution is expected to build an independent and sustainable quality assurance system, so that the quality of non-formal education services has a real impact on society and the workforce,” he added.
Kepala Subdirektorat Bina Kursus dan Pelatihan, Yohana Rumanda, emphasised that course institutions play a strategic role as an adaptive non-formal education pathway in reducing unemployment. She noted that the potential for overseas employment is also significant, making the improvement of institutional quality and quality assurance crucial to ensure graduates can compete internationally.
