Education Minister Proposes Additional Rp 157 T, Including Revitalisation of 100,000 Schools
Minister of Primary and Secondary Education Abdul Mu’ti has proposed an additional Rp 157.76 trillion for the 2027 budget. The funds are intended to support various priority programmes.
This was conveyed by Abdul Mu’ti during a working meeting with Commission X of the House of Representatives (DPR) at the DPR building in Senayan, Jakarta, on Monday (31/8/2026). The ministry’s current 2027 budget ceiling is Rp 61.10 trillion.
“The Ministry of Primary and Secondary Education has formally submitted a proposal for an additional budget of Rp 157.76 trillion to support various national and ministerial priority programmes,” said Mu’ti.
The additional budget will be used, among other things, to expand the target for revitalising educational units to 100,000 schools, in line with the directive of President Prabowo Subianto. It will also be used to increase the unit cost of the Indonesia Smart Programme (PIP) for primary and junior secondary levels, and to provide educational facilities and equipment.
The funds will also expand education cost assistance for teachers to upgrade their qualifications to bachelor’s (S1) or applied bachelor’s (D4) level. The budget is also directed at supporting inclusive, equitable and fair learning improvement programmes.
Furthermore, the ministry has proposed a separate additional budget specifically to follow up on the Constitutional Court (MK) ruling regarding free basic education. In Mu’ti’s presentation slides, the ministry requires an additional Rp 306.51 trillion to comply with the ruling.
“In addition, the ministry has also proposed an additional budget to finance the follow-up to Constitutional Court Ruling Number 3/PUU-XXII/2024, namely to ensure the implementation of basic education without fees in a gradual and sustainable manner,” Mu’ti stressed.
On the other hand, Mu’ti said the ministry received a 2027 budget ceiling of Rp 61.10 trillion. This figure represents an increase of Rp 2.86 trillion from the 2027 indicative ceiling of Rp 58.24 trillion.

The following is a breakdown of the budget ceiling allocation:
Rp 2.69 trillion for employee and office operational expenditure.
Rp 58.36 trillion for funding priority programmes.
Rp 30.8 billion for the Public Service Agency at the Education Testing Management Centre work unit within the PKPDM unit.
Rp 9.05 billion for non-tax state revenue (PNBP) at the Secretariat General, Directorate General of Teachers and Education Personnel, Directorate General of Secondary, Special and Continuing Education, and the Language Agency.
Rp 9.28 trillion for revitalisation of educational units.
Rp 5 trillion for the implementation of minimum compulsory education at the basic education level without fees.
Rp 250 billion for school equipment assistance.
Rp 7.21 trillion for integrated national schools.
Rp 5.83 trillion for digitalisation of learning.
Rp 14.09 trillion for improving the welfare of non-civil servant teachers.
Rp 13.79 trillion for the Indonesia Smart Programme.
Rp 40 billion for teacher studios.
