East Luwu Showcases Spatial Planning Innovation at Sulawesi Development Coordination Forum

Palu, 10 July 2025 – East Luwu Regency once again demonstrated its prominence in spatial planning-based regional development at the Sulawesi Island Development Coordination Forum held at the Bidara Wasia Women's Building in Palu, Central Sulawesi. The forum was organised by the Coordinating Ministry for Infrastructure and Regional Development together with the Central Sulawesi Provincial Government.

Coordinating Minister for Infrastructure and Regional Development Agus Harimurti Yudhoyono (AHY) opened the forum by emphasising the importance of synchronising the 2025–2029 National Medium-Term Development Plan (RPJMN) with the Regional Medium-Term Development Plans (RPJMD) of all local governments across Sulawesi through a spatial planning approach.

"Detailed Spatial Plans (RDTR) and Regional Spatial Plans (RTRW) are not merely technical documents but roadmaps for development. We urge all regions to promptly complete the legalisation of their RDTR and integrate them with the Online Single Submission (OSS) system to drive investment and sustainable growth," said AHY.

The event served as a strategic platform for uniting the vision of central and regional governments in managing Sulawesi's spatial resources. Also in attendance were Minister of Agrarian Affairs and Spatial Planning Nusron Wahid, Head of the Geospatial Information Agency Muh Aris Marfai, as well as governors, regents, mayors, heads of regional development planning agencies, and heads of public works departments from across Sulawesi.

East Luwu Showcases OSS-Based Spatial Planning Innovation

Head of East Luwu Regency's Public Works Department, Syahmuddin, appeared as a speaker in a talkshow session themed "Challenges of Spatial Planning on the Island of Sulawesi." He presented East Luwu's best practices in formulating its RTRW and RDTR, which are now integrated into the OSS system.

"East Luwu has completed its RTRW in the form of Regional Regulation Number 1 of 2025, and has prepared seven RDTR documents. Four of these have been issued as regent regulations and are connected to the OSS system," Syahmuddin explained.

The RDTR documents cover the urban areas of Malili, Wotu, Matoto, and Towuti, with one area still undergoing OSS finalisation. This initiative has positioned East Luwu as one of the pilot regions for integrating spatial planning with the business licensing system.

Syahmuddin also expressed appreciation for the full support of Regent H. Irwan Bachri Syam and Deputy Regent Hj. Puspawati Husler, who have consistently pushed for the acceleration of spatial planning digitalisation.

Strengthening Central-Regional Collaboration to Safeguard Spatial Planning for Eastern Indonesia

The forum promoted the acceleration of RTRW revisions at the provincial and regency/city levels, and sought to ensure that every spatial planning document serves as a legal instrument supporting ease of investment, spatial control, and basic infrastructure provision.

East Luwu's steps were considered to be in line with the national drive to ensure that regional development is not only equitable but also sustainable and has a direct impact on local communities.

"We hope that this cross-sectoral collaboration can accelerate equitable development, particularly in Eastern Indonesia," AHY said in the forum's strategic reflection session.
