East Kalimantan Provincial Government Officially Returns Governor's Official Vehicle Worth Rp8.5 Billion
The East Kalimantan Provincial Government (Pemprov Kaltim) has completed the process of returning the official vehicle of Governor Rudy Mas’ud, a Range Rover 3.0 LWB Autobiography PHEV P460e Sport Utility Vehicle (SUV), to the supplier.
The vehicle was returned to the supplier simultaneously with the reimbursement of the vehicle procurement funds to the regional treasury.
Muhammad Faisal, Head of the East Kalimantan Communication and Informatics Agency, explained that the return process was carried out in accordance with applicable procedures and regulations.
“The process of returning the official vehicle of the East Kalimantan Provincial Government with the Range Rover 3.0 LWB Autobiography P460e unit has been returned to the supplier,” Faisal said in Samarinda on Wednesday (11 March).
He explained that the vehicle handover was conducted at the Banhub Kaltim Office in Jakarta. The Acting Head of the General Bureau of the East Kalimantan Provincial Secretariat, Astri Intan Nirwany, handed over the vehicle to H. Subhan, the Director of CV Afisera, who represented the supplier.
From a procurement perspective, the total value of the Fund Disbursement Order (SP2D) for the vehicle was recorded at Rp8,499,936,000. This figure consisted of the vehicle unit price of Rp7,542,736,000 and tax of Rp957,200,000, which has been remitted to the state treasury.
The sum of Rp7,542,736,000 from the supplier has been returned to the regional treasury on 10 March 2026, confirmed by a Deposit Notification Letter (STS) to the regional treasury through Bank Kaltimtara with STS number: 006/STS-UMUM/2026.
Faisal added that Pemprov Kaltim has also coordinated with the Samarinda Tax Service Office (KPP) regarding the submission of a tax restitution or refund request for the transaction.
“We have already coordinated with the Samarinda Tax Service Office regarding the tax restitution application process, and they have approved it in principle,” he explained.
To ensure all stages proceed in accordance with regulations, Pemprov Kaltim also conducted intensive coordination with the Government Goods and Services Procurement Policy Institute to ensure that the return mechanism remained aligned with government procurement regulations.
With the completion of this return process, Pemprov Kaltim ensures that the management of regional finances continues to be conducted transparently, accountably, and in accordance with applicable regulations.
The procurement of the Rp8.5 billion official vehicle for East Kalimantan Governor Rudy Mas’ud had sparked controversy and criticism.
Initially, Rudy stated that the new official vehicle would be used to support the activities of the regional head, particularly considering East Kalimantan’s position as a buffer zone for the Nusantara Capital, which required the regional head to receive numerous guests with frequent mobility.
“East Kalimantan is the Nusantara Capital, a miniature of Indonesia. Guests are not just regional heads from across Indonesia, but also from globally. It would be inappropriate for the regional head to use a mediocre vehicle. We must maintain the prestige of East Kalimantan,” he said.
Rudy explained that the procurement of the official vehicle also adheres to the Ministry of Internal Affairs Regulation Number 7 of 2006. This regulation specifies that a regional head’s vehicle of the sedan type should have a maximum engine capacity of 3,000 cc and jeep type 4,200 cc.
“The vehicle procured is only 3,000 cc. Regarding price, there is appearance, quality, and standard. We do not follow how much it costs; we only follow the specifications, in accordance with the ministerial regulation,” he said.
The procurement was viewed as insensitive to the state’s financial condition amid President Prabowo Subianto’s campaign on budget efficiency.
