East Kalimantan Government Revises Grant and Social Assistance Regulation Based on SIPD
The East Kalimantan Provincial Government is revising the governor regulation regarding the distribution of grants and social assistance to be integrated into the Regional Development Information System (SIPD), in a bid to achieve more transparent and accountable governance. Muhammad Hamsani, Head of Mental Development at the People’s Welfare Bureau of the East Kalimantan Regional Secretariat, explained that the main focus of this refinement is to revise Governor Regulation Number 23 of 2021 concerning Procedures for Granting Grants and Social Assistance. “The old regulation did not accommodate SIPD. Therefore, this system must now be included in the planning and proposal mechanism for grants,” Hamsani said on Wednesday.
According to him, this regulatory adjustment is urgent to align regional regulations with the development of modern government administration. Besides SIPD integration, another crucial point in this revision is the strengthening of the monitoring and evaluation system. Previously, the oversight pattern was considered to be running partially within each regional apparatus. As a form of digital transformation, the East Kalimantan Provincial Government will present an integrated supervisory system. The People’s Welfare Bureau is collaborating with the East Kalimantan Communication and Informatics Office to build a special platform called the Grant Dashboard. This digital platform is designed so that regional leaders can directly monitor the entire cycle of aid distribution. “Through the Grant Dashboard, leaders can monitor directly from the submission stage, determination, to budget realisation. We want to ensure that every rupiah distributed truly provides real benefits to the community,” Hamsani stressed.
Currently, the revision process of the Governor Regulation has entered the stage of drafting an academic paper as the legal basis for the change. The People’s Welfare Bureau is targeting the completion of this draft regulation soon so that it can be disseminated immediately. “We are scheduling socialisation to all technical Regional Apparatus Organisations and prospective grant recipients starting in August,” he added. Hamsani also reminded that the requirements for grant recipient institutions remain tightened in accordance with statutory provisions. Some of the main requirements include having a valid legal entity status and being required to submit an official application through the SIPD application. To facilitate the transition process, prospective applicants from the community or institutions are urged to immediately coordinate with the Regional Development Planning Agency at the district/city level to obtain system access in the form of a username and password. “We want this grant not to be just an annual routine, but a development instrument that has a significant impact on the progress of East Kalimantan,” Hamsani explained.
