East Java's 2026 Revised Budget prioritises public services and infrastructure
The East Java Provincial Government is prioritising strengthening public services, education, health, and infrastructure development in the 2026 Revised Regional Revenue and Expenditure Budget (APBD-P).
“Regional spending policy is directed at strengthening priority programmes that have a direct impact on the community, ranging from economic growth, poverty reduction, improving the quality of human resources, strengthening infrastructure, food security, controlling inflation, to improving the quality of public services,” said East Java Governor Khofifah Indar Parawansa during a Plenary Session of the East Java DPRD in Surabaya on Monday.
Khofifah said total regional spending has increased to Rp29.86 trillion, or an increase of Rp2.64 trillion compared to the original budget.
The increase is supported by the utilisation of the 2025 Fiscal Year Budget Surplus (SiLPA) of Rp3.38 trillion, which has been audited by the Supreme Audit Agency (BPK).
In the infrastructure sector, budget allocation through Public Works and Spatial Planning (PUPR) affairs reached Rp2.10 trillion.
The budget is focused on improving the stability of provincial roads, repairing public facilities, and normalising rivers.
Overall, infrastructure function spending reached Rp8.27 trillion, or 32.90 percent of total APBD spending excluding transfer spending.
Meanwhile, education function spending is allocated at Rp9.53 trillion, or 31.93 percent of total regional spending.
The budget is used, among other things, to add scholarships for 50,000 students from underprivileged families and to improve educational facilities and infrastructure.
In the health sector, the East Java Provincial Government has allocated Rp6.18 trillion, or 24.29 percent of total spending.
The funds are used to strengthen health services, including the addition of mobile health services and improvement of health facilities.
On the revenue side, the East Java Provincial Government is targeting regional revenue to increase to Rp26.49 trillion, or up by Rp183.77 billion.
The increase is supported by optimising Regional Original Revenue (PAD), particularly from BLUD levies and central government incentives for East Java’s success in reducing the open unemployment rate.
Although the 2026 APBD-P records a deficit of Rp3.37 trillion, Khofifah confirmed that the financing requirement will be covered through the 2025 SiLPA.
In addition, financing expenditure of Rp9.17 billion is allocated for payment of principal debt instalments of the National Economic Recovery (PEN) Programme to PT SMI.
