East Java targets Rp392.9 billion in revenue from vehicle tax amnesty programme
Surabaya (ANTARA) - The East Java Regional Revenue Agency (Bapenda) is targeting revenue of Rp392.92 billion from a motor vehicle tax amnesty programme, which will be in effect from 1 to 31 August 2026, following the signing of the East Java Governor’s Regulation by Governor Khofifah Indar Parawansa.
“We are grateful to the Governor for providing tax exemptions for 2026. What deserves appreciation is the segmentation, specifically for two-wheelers, low-income deciles, and three-wheelers,” said Kresna Bimasakti, Head of the Regional Tax Division of Bapenda East Java, in Surabaya on Friday.
He explained that the amnesty programme targets two-wheelers, three-wheelers, low-income decile communities, online motorcycle taxi drivers, and labourers.
“Our revenue target is Rp392,920,000,000. We hope this can be achieved. We remain optimistic that what we are implementing will reach its target,” he said.
Online motorcycle taxi drivers can opt for a scheme to waive Motor Vehicle Tax (PKB) arrears from 2025 and earlier, provided they pay the full PKB for 2026.
Meanwhile, labourers are eligible for a 20 per cent PKB discount on arrears from 2025 and earlier, subject to presenting a Certificate of Employment and a payslip. “At a minimum, there must be a Certificate of Employment and a payslip. Therefore, terms and conditions apply; one cannot suddenly claim to be a labourer,” he added.
Bimasakti further noted that low-income decile communities will receive a waiver for PKB arrears from 2025 and earlier, with a maximum PKB value of Rp500,000.
According to him, this policy is a follow-up to the aspirations of labourers raised during the International Labour Day (May Day) commemorations.
Bapenda estimates that approximately 162,000 taxpayers have the potential to utilise this amnesty programme.
He mentioned that the motor vehicle tax compliance rate in East Java currently stands at 88 per cent, according to data from the Audit Board of Indonesia (BPK). “To reduce the remaining 12 per cent arrears, Bapenda continues to conduct door-to-door collections as well as joint operations to increase taxpayer compliance,” he said.
