East Java Secures Second Place in 2026 Investment Service Awards, Emil Dardak Drives Further Improvements
The East Java Provincial Government has secured second place in the 2026 Investment Service Awards (ALI), organised by the Ministry of Investment and Downstreaming/Investment Coordinating Board (BKPM). This award serves as a motivation for the East Java Provincial Government to continue strengthening service quality, licensing transparency, and business certainty for investors.
The award was presented by the Minister of State Apparatus Empowerment and Bureaucratic Reform (PAN-RB), Rini Widyantumentini, to the Vice Governor of East Java, Emil Elestianto Dardak, representing the Governor of East Java, Khofifah Indar Parawansa. The presentation took place at the Nusantara Auditorium, Ministry of Investment and Downstreaming/BKPM, Jakarta, on Wednesday (16/09/2026).
The distinction was awarded based on the performance assessment of the Integrated One-Stop Service (PTSP) and the Local Government Business Implementation Acceleration Performance for 2026. This assessment is part of an evaluation of the quality of licensing services and the efforts of local governments to accelerate business activities.
Emil Dardak expressed his appreciation to the East Java Provincial Government officials, particularly the East Java Investment and One-Stop Integrated Services Agency (DPMPTSP) and the East Java Provincial Business Implementation Acceleration Team. According to him, this achievement reflects the continuous improvements made to investment services.
Nevertheless, Emil reminded that the award should not be a reason for the local government to cease making improvements. He emphasised the importance of using the assessment results as a basis for increasing the quality of investment services to ensure they become easier, faster, transparent, and provide certainty to business actors.
For the East Java Provincial Government, the evaluation process in the Investment Service Awards is not merely about achieving an award. Emil explained that the assessment also functions as an instrument to identify service aspects that still need improvement, so that investment enhancement efforts can be carried out more purposefully.
One of the focus areas for continuous improvement is the implementation of transparent and easily accessible licensing. The local government is striving to strengthen the digitalisation of services to simplify administrative processes, while simultaneously building trust and a sense of security for investors conducting business activities in East Java.
Emil assessed that the quality of investment services needs to be linked to the economic benefits received by the community. Investment entering East Java is expected not only to increase economic activity but also to drive job creation, strengthen regional industries, increase added value, and ensure equitable economic growth.
Therefore, ease of doing business must go hand in hand with regulatory compliance. Emil asserted that every investor is obliged to meet applicable provisions, including environmental protection and public order regulations. This principle is a vital part of the effort to create a conducive and sustainable investment climate.
Meanwhile, the Minister of Investment and Downstreaming/Head of BKPM, Rosan Perkasa Roeslani, stated that the 2026 Investment Service Awards are part of an effort to encourage local governments to improve the quality of services to business actors. According to Rosan, speed, transparency, and service certainty are crucial aspects in investment decisions.
Rosan emphasised that local governments play a strategic role in building the national investment climate. The quality of services at the regional level also affects the ease with which business actors can start and expand their business activities.
He also highlighted the importance of ensuring that incoming investment does not stop at capital injection but continues into industrial activities and creates employment opportunities. Thus, the benefits of investment are expected to be felt more widely by the community.
Achieving second place in the 2026 Investment Service Awards is part of the East Java Provincial Government’s agenda to strengthen investment service governance. Through improved licensing quality, digitalisation, and business certainty, the local government aims to create a business environment that supports economic growth while remaining mindful of legal provisions and public interests.
