East Java Provincial Government Wins 2 Awards at Garuda AI Impact Summit 2026
The East Java Provincial Government (Pemprov Jatim) successfully cemented its dominance in national digital transformation by winning two prestigious awards at the GARUDA AI Impact Summit 2026, held at The Ritz-Carlton Jakarta on Friday (12/6/2026). The event was the culmination of a national AI skilling programme that, over the past year, has reached more than 145,000 participants from the State Civil Apparatus (ASN) and the general public across various regions of Indonesia. Organised by BINAR and Microsoft, the event also presented appreciation through an AI Awarding Night to individual ASN members and government agencies that have demonstrated contributions in driving technology adoption and developing the AI ecosystem in Indonesia. Pemprov Jatim won two awards: the first in The Innov(AI)tor category, where it received the Best Policymaker Agency Award, and the second in The Catal(AI)st category, where the East Java Communication and Informatics Office won the Ecosystem Builders Agency Award. East Java Governor Khofifah expressed the provincial government’s commitment to implementing a transparent, digitally-based government system supported by Artificial Intelligence (AI). “All government processes in East Java must utilise digital technology. In this era of disruption, we must all be truly astute in leveraging AI technology,” Khofifah said. She stated that Pemprov Jatim is consistently committed to using AI to help provide accurate information to the public. “AI transformation is not enough if it only starts from introducing tools. What is more important is how people, organisations, and their ecosystems are ready to use AI to solve real problems,” Khofifah explained. “We must be astute, and here Pemprov Jatim is fully committed to delivering services through a transparent system collaborated with AI that can assist public services,” she added. Khofifah detailed a number of steps taken by Pemprov Jatim to collaborate with AI systems, including the CERDAS DIGITAL programme. Pemprov Jatim organised this programme in cooperation with the BPSDM of the Indonesian Ministry of Communication and Digital Affairs, the AI Centre of Brawijaya University, Binar-Microsoft, Google, and AWS. This programme, Khofifah said, is an effort to improve public digital literacy through digital technical guidance covering digital skills, cyber security, AI utilisation, digital media management, digital financial literacy, and data utilisation. “This activity is inclusive, reaching all levels of society including vulnerable groups and those with special needs. We held 52 Jatim AI Agent activities where the realisation of participants reached 3,007 people,” Khofifah said. Additionally, Pemprov Jatim held Effective Prompt Engineering Technique Training in the Utilisation of Generative AI for Data Analysis, targeting 2,574 non-IT individuals (community members/officials not handling IT). The material included Prompt Engineering Techniques, data analysis methods, and security and ethics in AI use. Pemprov Jatim also implemented Agentic AI for LLM (Large Language Model)-Based Automation Systems, targeting 433 people in the fields of IT Staff, Systems Analysts, and Advanced Administrative Functional Personnel. The material covered Agentic AI concepts, automated workflow design, and LLM-based AI agents. Khofifah also revealed that Pemprov Jatim cooperated with the Indonesian Ministry of Communication and Digital Affairs under Agreement Note Number 05/Bpsdm/Hk/04.02/01/2026 Number: 100.3.7.1/0005/Nk/011.3/2026. This cooperation resulted in training through the Digital Talent Development Programme Digital Expertise (DEX), which was attended by thousands of Pemprov Jatim ASN. There was also the Government Transformation Academy programme, attended by thousands of Pemprov Jatim ASN, and the AI Talent Factory programme in cooperation with the Ministry and Brawijaya University for developing AI solutions with a DTSEN utilisation use case. The Government Transformation Academy also cooperated with the Ministry and ITS to develop AI solutions with use cases for detecting and classifying disinformation, defamation/slander, and hatred, as well as Digital Child Protection. It also cooperated with the Ministry and Brawijaya University to develop AI solutions with a use case for utilising Sekolah Rakyat (People’s Schools) data. Khofifah added that Pemprov Jatim also uses AI technology in training for Sekolah Rakyat, including AI Training for IT Teachers, AI Training for Non-IT Teachers, and Coding For Kids Training. Deputy Minister of Communication and Digital Affairs, Nezar Patria, who delivered a keynote speech titled ‘AI for Everyone’ at the GARUDA AI Impact Summit 2026, asserted that Artificial Intelligence must be a technology accessible, understood, and utilised by all levels of society. “AI must not only be utilised by a select few who have technological access and capability. The benefits of AI must be felt by students, teachers, MSME actors, government officials, local communities, and the general public throughout the archipelago,” Nezar said. He also stressed that the challenge of AI transformation lies not only in technology adoption but also in equitable literacy and digital talent readiness so that Indonesian society can use AI productively and responsibly. “The success of Indonesia’s AI transformation is not only measured by how quickly this technology is adopted, but by how widely its benefits can be felt by the community,” he added.
