East Java Provincial Government Wins 2 Awards at Garuda AI Impact Summit 2026
The East Java Provincial Government (Pemprov Jatim) has successfully asserted its dominance in national digital transformation by winning two prestigious awards at the GARUDA AI Impact Summit 2026, held at The Ritz-Carlton Jakarta on Friday (12/6/2026).
The event marked the culmination of a year-long national AI skilling programme that reached over 145,000 participants, including Civil Servants (ASN) and the general public across various regions in Indonesia. Organised by BINAR and Microsoft, the event also featured the AI Awarding Night to recognise individuals and government agencies contributing to the adoption of technology and the development of the AI ecosystem in Indonesia.
East Java received two awards: the first in ‘The Innov(AI)tor’ category, where the provincial government was named the Best Policymaker Agency Award, and the second in ‘The Catal(AI)st’ category, where the East Java Communications and Informatics Office received the Ecosystem Builders Agency Award.
Governor of East Java, Khofability, stated the provincial government’s commitment to implementing a transparent, digital-based government system supported by Artificial Intelligence (AI). “All government processes in East Java must utilise digital technology. In this era of disruption, we must be truly sharp in utilising AI technology,” Khofifah said on Friday.
Khofifah noted that the provincial government is committed to using AI to provide accurate information to the public. “AI transformation is not enough to just start with tool recognition. What is more important is how humans, organisations, and the ecosystem are ready to use AI to solve real problems,” she explained.
She added, “We must be vigilant, and here, the East Java Provincial Government is fully committed to providing services through a transparent system collaborated with AI that can assist public services.”
Khofifah detailed several steps taken by the provincial government to integrate AI systems, including the ‘CERDAS DIGITAL’ programme. This initiative is conducted in collaboration with the Human Resources Development Institute (BPSDM) of the Ministry of Communication and Digital Affairs of the Republic of Indonesia, the AI Centre at Brawijaya University, Binar-Microsoft, Google, and AWS.
According to Khofifah, this programme aims to increase digital literacy among the public through technical training covering digital skills, cybersecurity, AI utilisation, digital media management, digital financial literacy, and data management. “This activity is inclusive, reaching all layers of society, including vulnerable groups and those with special needs. We held 52 ‘Jatim AI Agent’ activities, where the number of participants reached 3,007 people,” said Khofifah.
Furthermore, the provincial government conducted ‘Effective Prompt Engineering Training in the Utilisation of Generative AI for Data Analysis,’ targeting 2,574 non-IT individuals, including members of the public and officials. The curriculum included Prompt Engineering techniques, data analysis methods, and the security and ethics of AI use.
The provincial government also implemented Agentic AI for LLM-based (Large Language Model) automation systems, targeting 433 IT staff, system analysts, and advanced administrative functional officers. The material covered the concept of Agentic AI, automated workflow design, and LLM-based AI agents.
Khofability also revealed that the provincial government has entered into a cooperation agreement with the Ministry of Communication and Digital Affairs of Indonesia. This partnership has resulted in training through the Digital Talent Development Programme (Digital Expertise/DEX), attended by thousands of East Java civil servants.
Other initiatives include the Government Transformation Academy, also attended by thousands of civil servants, and the AI Talent Factory, a collaboration with the Ministry and Brawijaya University to develop AI solutions for specific use cases. The Government Transformation Academy also works with the Ministry and ITS (Sepuluh Nopember Institute of Technology) to develop AI solutions for detecting and classifying disinformation, slander, hate speech, and digital child protection.
Khofifah added that AI technology is also being utilised in training for ‘Sekolah Rakyat’ (People’s Schools), including AI training for both IT and non-IT teachers, as well as ‘Coding for Kids’ programmes.
The Deputy Minister of Communication and Digital Affairs, Nezar Patria, who delivered the keynote speech titled ‘AI for Everyone’ at the summit, emphasised that Artificial Intelligence must be a technology accessible to and understood by all levels of society. “AI must not only be utilised by a small group of people with access and technological capability. The benefits of AI must be felt by students, teachers, MSME entrepreneurs, government officials, local communities, and the general public throughout the archipelago,” Nezar stated.
He also stressed that the challenge of AI transformation lies not only in technology adoption but also in the equalisation of literacy and the readiness of digital talent so that the Indonesian people can use AI productively and responsibly.
