The East Java Provincial Government has maintained its Unqualified Opinion (WTP) status from the Supreme Audit Agency (BPK RI) for the 2025 Fiscal Year Regional Government Financial Report (LKPD), marking an achievement of 11 consecutive times since 2015. Governor Khofifah Indar Parawansa remarked, ‘Alhamdulillah, East Java has once again received a WTP opinion from BPK RI. This achievement is the result of the collective efforts of the entire East Java Provincial Government apparatus and the support of the East Java DPRD in overseeing sound regional financial management,’ during the East Java Provincial House of Representatives (DPRD) Plenary Meeting in Surabaya on Tuesday. The WTP opinion was presented by BPK RI’s Director General of State Financial Audit V, Widhi Widayat, to Governor Khofifah and the Chairman of the East Java DPRD. The achievement serves as evidence of the provincial government’s consistency in implementing accountable, transparent, and high-integrity financial governance. Up to the second semester of 2025, the provincial government had followed up on 1,681 recommendations out of a total of 1,956 BPK audit recommendations, representing approximately 86.20 per cent. According to Khofifah, the WTP opinion is not the ultimate goal, but rather an instrument to ensure that regional budget management delivers optimal benefits to the public. ‘We are committed to following up on all BPK recommendations seriously, in a timely manner, and sustainably. These recommendations serve as important evaluation material to continuously improve the quality of regional financial management and public services,’ she stated. Khofifah asserted that all audit recommendations will be used as guidelines to strengthen the internal control system, improve compliance with laws and regulations, enhance the management of regional assets and finances, and boost the quality of public services. She added, ‘Going forward, we will continue to strengthen the accountability and transparency of regional financial management so that every rupiah of the managed budget can provide the greatest possible benefit for the welfare of the people of East Java.’ Khofifah also expressed appreciation to BPK RI for conducting the audit in a professional, independent, objective manner and in accordance with state financial audit standards. Meanwhile, Widhi Widayat stated that BPK RI provided the WTP opinion on the East Java Province’s 2025 LKPD after conducting an audit based on conformity with Government Accounting Standards, the effectiveness of the Internal Control System (SPI), compliance with laws and regulations, and the adequacy of information disclosure in the financial report. He noted, ‘The 86.20 per cent follow-up achievement on East Java’s audit findings report surpasses the BPK’s national average recommendation follow-up rate of 75 per cent. We hope this becomes a step towards improvement and has an impact on the people of East Java.’
