East Java Province has achieved Second Best in the Assessment of One-Stop Integrated Service Performance and Business Implementation Acceleration Performance for Regional Governments for 2026, at the 2026 Investment Service Awards (Anugerah Layanan Investasi - ALI) organised by the Ministry of Investment and Downstreaming/Investment Coordinating Board (BKPM).

The award was presented by the Minister of Administrative and Bureaucratic Reform, Rini Widyantube, to the Vice Governor of East Java, Emil Elestianto Dardak, representing Governor Khofifah Indar Parawansa, at the Nusantara Auditorium, Ministry of Investment and Downstreaming/BKPM, Jakarta, on Wednesday (16/9).

In response to this achievement, Vice Governor Emil expressed his gratitude and appreciation to all departments, particularly the East Java Department of Investment and One-Stop Integrated Services (DPMPTSP) and the East Java Business Implementation Acceleration Team.

He noted that this award serves as reinforcement for the various improvements continuously implemented by the East Java Provincial Government to provide investment services that are easy, fast, transparent, and provide certainty to business actors.

“The East Java Provincial Government must not become complacent. This achievement must serve as a driver to continue improving service quality and creating an even more advanced and conducive investment climate,” explained Vice Governor Emil.

Emil stated that the assessment process serves as an evaluation instrument that helps local governments systematically improve investment services. He emphasised that the goal is not merely to chase trophies, but to use the process to assess how much service improvements can drive investment growth in East Java.

Furthermore, he explained that this achievement is the result of continuous, sustainable improvements. A primary focus has been providing a licensing process that is transparent, easily accessible, and provides a sense of security and certainty for investors.

“A transparent and easy process encourages investors to invest, while also allowing us to learn from previous experiences to improve further,” he said.

Emil explained that the East Java Provincial Government continues to strengthen the transparency and digitalisation of investment services. These innovations are aimed at simplifying the licensing process while increasing the trust of business actors.

Investment entering East Java is expected to have a real impact on the community, particularly through job creation, the strengthening of regional industries, increased added value, and more equitable economic growth.

“The presence of investors must benefit the community, one way being by opening up employment opportunities for local residents,” he clarified.

While striving to provide ease of service, Vice Governor Emil emphasised that the East Java Provincial Government remains committed to consistent regulation. Every potential investor must comply with applicable rules, including environmental protection and public order regulations.

“Ease of doing business must go hand in hand with compliance. Environmental and public order regulations must still be met by investors,” he concluded.

Meanwhile, the Minister of Investment and Downstreaming/Head of BKPM, Rosan Perkasa Roeslani, stated that the 2026 Investment Service Awards are part of an effort to build optimism and encourage local governments to continue improving the quality of services provided to business actors.

According to Rosan, investment services must become better, faster, transparent, and capable of providing certainty, as certainty is a primary consideration for business actors when making investment decisions.

He added that local governments play a vital role in creating a conducive investment climate, as the quality of regional services is a determining factor in the overall improvement of the national investment climate.

“Investment services are one of the keys to improving the investment climate in Indonesia,” he said.

Rosan expressed hope that incoming investments would lead to industrial activities and create more job opportunities. Therefore, efforts to attract both domestic and foreign investment must be accompanied by a commitment to ensuring the benefits are felt directly by the community.

“Investment is an important instrument for expanding job opportunities. Through investment, job creation can continue to grow and proceed effectively,” he said.
