East Java Police Refine POLIRAN Programme to Empower Communities
East Java Regional Police (Polda Jatim) are continuing to refine their Police Care for the Unemployed (POLIRAN) programme. The initiative is intended to promote community empowerment through productive activities that make use of local environmental and economic potential.
In a statement, East Java Police Chief Inspector General Dekananto Eko Purwono and several senior officers inspected preparations for the programme on Thursday (22 October 2026) at Ondomohen Tourism Village, in the Ondomohen Magersari Gang V area of Ketabang subdistrict, Genteng district, Surabaya.
The inspection was conducted to assess the area’s potential and finalise the programme’s design ahead of its implementation. Ondomohen Tourism Village was selected as a site because it offers scope for productive community activities that can be combined with environmental management and the creative economy.
Under POLIRAN, East Java Police are planning a community-empowerment partnership involving several sectors, including food security through urban farming and economically valuable waste management through a waste bank. The programme is intended to provide opportunities for productive work and equip residents, particularly those without permanent jobs, with skills that can be developed into sustainable economic activities.
As well as supporting food security, the waste bank is expected to raise public awareness of environmental cleanliness and generate added economic value from waste management. East Java Police hope POLIRAN will go beyond ceremonial activities and develop into a sustainable community-empowerment model, involving relevant stakeholders in line with their respective roles and responsibilities.
During the inspection, the police chief and his team also spoke with local residents to assess development opportunities directly and gather their feedback as part of the programme’s refinement. Through POLIRAN, East Java Police aim to ensure the National Police play a role not only in maintaining public security and order, but also in building partnerships and supporting the growth of productive activities in communities.
