Immigration authorities across East Java are strengthening village-based immigration supervision through the Immigration-Guided Village (Desa Binaan Imigrasi - DBI) and Village Immigration Officer (Petugas Imigrasi Pembina Desa - Pimpasa) programmes. The initiative is designed to support the early detection of human trafficking (TPPO) and migrant smuggling.

The Head of the East Java Regional Office of the Directorate General of Immigration, Novianto Sulastio, stated that immigration supervision requires the involvement of various elements, including village governments and the local community. “Immigration supervision cannot be conducted solely from the office. The involvement of village governments and the community is necessary so that various potential issues can be identified early and addressed according to regulations,” Novianto said in Blitar on Saturday.

He added that the strengthening of DBI and Pimpasa is expected to function not merely as an administrative process, but as a vital component of the early detection system for potential immigration issues at the village level. According to him, the involvement of the public and village officials can expand the scope of supervision, as information regarding potential immigration problems can be identified directly from within the community.

Meanwhile, the Head of the Blitar Immigration Office, Aditya Nursanto, noted that immigration supervision needs to be established closer to the people so that the presence of the Immigration Department can provide direct benefits. “Immigration for the people is not just in the context of immigration services, but about how we can be present and provide direct benefits to the community,” he said.

Aditya stated that DBI and Pimpasa serve as tools to build synergy between Immigration, village governments, and the community in disseminating information regarding potential immigration issues. “Through DBI and Pimpasa, we want to build synergy with village governments and the community. This way, when potential immigration problems arise, the information can be identified and acted upon more quickly,” he added.

During the event held in Blitar, an evaluation was conducted regarding programme achievements, implementation obstacles, and potential field issues to serve as material for improving the execution of DBI and Pimpasa. DBI is intended as a collaborative space between Immigration, village governments, and the community, while Pimpasa serves to inventory immigration issues in supervised areas, identify potential risks, and act as an information link between the community and Immigration authorities.
