The Ministry of Immigration and Corrections (Kemenimipas) stated that the highest number of human trafficking victims originated from East Java. This was stated by Immigration Director General Hendarsam Marantoko during a meeting with Commission XIII of the House of Representatives (DPR) at the DPR building in Central Jakarta on Monday, 25 May 2026. ‘Annual reports from KP2MI in 2025 indicated that East Java province is the top source region for human trafficking cases, followed by Central Java and West Java,’ said Hendarsam. At the district level, Indramayu ranked highest in trafficking cases, followed by Cilacap and East Lombok. ‘Data collected shows that cross-border TPPO cases recorded a significant decline of 65.92% from 2023 to 2025,’ Hendarsam said. However, he highlighted that the threat of human trafficking remains high in Indonesia, particularly in migrant worker hotspots. ‘The reduction in cases does not mean the threat has disappeared, as data shows vulnerability remains very high,’ he explained. Hendarsam explained that the Immigration Directorate General has developed and implemented a prevention plan for TPPO this year. This includes mapping high-risk villages for TPPO and providing immigration law education and outreach to communities. He added that the agency has established a prevention ecosystem spanning from pre-passport application, passport application process, departure at immigration checkpoints (TPI), passport applications abroad, to the return of Indonesian citizens to the country. Hendarsam said the agency will establish Safe Migration Centres in high-risk villages, alongside other efforts to curb TPPO cases. ‘In terms of the ecosystem, we will strengthen cooperation and data sharing with relevant ministries and agencies, build Safe Migration Centres in high-risk villages, and form joint teams with local governments to enhance field monitoring and handling,’ he stated.
