East Jakarta Prosecutor's Office Names Three Suspects in Rp9 Billion Sewing Machine Procurement
Jakarta — The East Jakarta District Attorney’s Office (Kejaksaan Negeri Jakarta Timur) has named three individuals as suspects in a case of suspected corruption in the procurement of sewing machines for the Sudin Perindustrian, Perdagangan, Koperasi Usaha Kecil dan Menengah (Sudin PPKUKM) in East Jakarta, amounting to Rp9 billion.
The Investigations Team from the Pidsus at Kejari Jakarta Timur has summoned and examined at least three witnesses, and obtained sufficient evidence to elevate them, stating that three witnesses have become suspects. The procurement spanned the 2022-2024 financial years. The state is said to have suffered losses of more than Rp4 billion according to audit results by the Financial and Development Supervisory Agency (BPKP) for the DKI Jakarta Representative.
The three suspects are IRM, the Director of PT SCS, which supplied the sewing machines from 2022 to 2024; PAR, the Commitment-Making Official (PPK) for 2022; and DER, the PPK for 2023 and 2024. They were named suspects in a designation dated 18 May 2026.
In the investigative process, the Pidsus team has questioned at least 30 witnesses, sought expert opinions, and conducted searches and seizures of documents and other evidence. Investigators concluded there were suspected irregularities in the procurement carried out over three consecutive years.
In 2023, 800 units of Singer type M1255 sewing machines were procured at a unit price of Rp4.1 million, totalling Rp3.28 billion. In 2024, again 800 units of Singer M1255 were procured at Rp3.816 million per unit, totalling Rp3.05 billion.
Thus, the total budget for the sewing machine procurement over the three years exceeded Rp9 billion. All procurement was conducted via the government’s electronic purchasing catalogue (e-catalogue).
However, during implementation, investigators found suspected irregularities in the drafting of technical specifications, the estimated price (HPS) and the terms of reference (KAK). The documents appear not to have been prepared based on valid, justifiable data, but rather using data provided directly by the supplier, PT SCS.
Moreover, investigators found changes to the technical specifications in the procurement process that were not supported by adequate technical justification. This condition is believed to have driven up prices (mark-ups) in the 2022 Singer M1155 and in the 2023 and 2024 Singer M1255.
Additionally, the Head of LKPP (Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah) No. 122 of 2022 on the Procedures for Electronic Catalogs is cited. Based on the BPKP audit results for the DKI Jakarta Representative, the irregularities in the procurement allegedly caused a state financial loss of Rp4.07 billion.
For these acts, the three suspects face charges under Article 603 in conjunction with Article 20(1) or (3) of Law No. 1 of 2023 on the Indonesian Criminal Code as amended by Law No. 20 of 2001, and alternatively under Article 604 in conjunction with Article 20(1) or (3) of Law No. 1 of 2023 on the Indonesian Criminal Code in conjunction with the provisions on corruption eradication.
After questioning, two suspects PAR and IRM were immediately detained for 20 days for the purposes of investigation, from 18 May 2026 to 6 June 2026. PAR is detained at Cipinang Class I Detention Centre under Detention Order No. PRINT-01/M.1.13/Fd.2/5/2026, while IRM is detained at Pondok Bambu Class II Detention Centre under Detention Order No. PRINT-02/M.1.13/Fd.2/5/2026.
Meanwhile, suspect DER has not yet undergone further questioning due to illness. Investigators say the investigation into the case continues to probe possible involvement of others in the alleged sewing machine procurement corruption case.
