East Jakarta Mayor Munjirin has withdrawn the appeal against a ruling that ordered the revocation of the Building Approval Letter (PBG) for a padel court in Pulomas. What were the full details of the PBG revocation ruling?

According to the Jakarta Administrative Court’s (PTUN) case information system website, accessed on Tuesday (24/2/2026), the lawsuit was registered under case number 214/G/2025/PTUN.JKT. The plaintiff was Nelson Laurens, whilst the defendant was the Mayor of East Jakarta Administrative City, care of the Acting Head of the Investment Management and One-Stop Integrated Services Unit for East Jakarta.

Additionally, there was an intervening party who joined the plaintiff’s side, namely S Steven Kurniawan. In their petition, the plaintiffs requested the Jakarta Administrative Court panel to:

  1. Grant the plaintiffs’ claim in its entirety;
  2. Declare null and void the State Administrative Decisions issued by the defendant, comprising:
    • Building Approval Letter Number SK-PBG-317502-24032025-003 dated 24 March 2025;
    • Risk-Based Business Licensing with Business Identification Number 2703250008836 in the name of business operator S Steven Kurniawan, issued on 27 March 2025;

    • Building Approval Letter Number SK-PBG-317502-24032025-003 dated 24 March 2025;
    • Risk-Based Business Licensing with Business Identification Number 2703250008836 in the name of business operator S Steven Kurniawan, issued on 27 March 2025;
  4. Order the defendant to pay all costs arising from the case.

The ruling on this lawsuit was read out on 9 December 2025. The judges ruled as follows:

On the merits of the case: 1. Granted the plaintiffs’ claim in its entirety; 2. Declared invalid the Building Approval Letter Number SK-PBG-317502-24032025-003 dated 24 March 2025 regarding Building Approval, owner: S. Steven Kurniawan, located at Jalan Pulo Mas Barat II Block A.1 Plots 69 and 70, Kayu Putih Sub-district, Pulogadung District, East Jakarta Administrative City, DKI Jakarta Province; 3. Obliged the defendant to revoke Building Approval Letter Number SK-PBG-317502-24032025-003 dated 24 March 2025 regarding Building Approval, owner: S. Steven Kurniawan, located at Jalan Pulo Mas Barat II Block A.1 Plots 69 and 70, Kayu Putih Sub-district, Pulogadung District, East Jakarta Administrative City, DKI Jakarta Province; 4. Ordered the defendant and the second intervening defendant to pay court costs jointly and severally amounting to Rp 261,000.

The East Jakarta Mayor subsequently filed an appeal against the ruling on 15 December 2025. No appeal decision had yet been published on the DKI Jakarta Administrative Court’s case information website.

Mayor Withdraws Appeal

Munjirin stated that he was withdrawing the appeal against the Jakarta Administrative Court ruling. He explained that the East Jakarta municipal government had initially filed the appeal because it considered it inappropriate for the mayor’s office to revoke the Building Approval. However, following meetings and internal deliberations, it was decided that the appeal would be withdrawn.

“The Administrative Court ruling sided with the local residents. The defendant in this case was the mayor, and the co-defendant was the padel court owner,” Munjirin told reporters at Jakarta City Hall on Tuesday (24/2/2026).

“Ultimately, it was decided that we would draft a withdrawal letter for the appeal. So we are withdrawing the appeal,” he added.

The lawsuit was filed by a number of residents in the Pulomas area of East Jakarta, who complained about noise and vehicle traffic generated by a padel court that had been built in their residential neighbourhood. One resident named Mutia (45) said that the site originally comprised two houses that were demolished around June 2024. Residents had assumed the location would be developed into a private tennis court.

“Initially, we thought it was going to be a private tennis court, because the owner’s house was behind the site. So we had no objections. But then towards the end of October it started getting busy — there were flower wreaths, lots of cars. Only then did we find out it was a commercial operation,” said Mutia when met in the Pulomas area of East Jakarta on Saturday (21/2).
