Dumai Investment Office Holds Socialisation of Government Regulation No. 28 of 2025 to Strengthen Regional Investment Climate
DUMAI – The Dumai Investment and One-Stop Integrated Services Office (DPMPTSP) held a Technical Guidance (Bimtek) and Socialisation event on the Implementation of Government Regulation (PP) No. 28 of 2025 concerning Risk-Based Business Licensing and Regulation of the Minister of Investment and Downstreaming/Head of BKPM No. 5 of 2025. The event took place at the Grand Zuri Hotel Dumai on Thursday (20/8/2026).
The event was opened by Dumai Mayor H. Paisal, represented by Assistant I of the Dumai Regional Secretariat, Muhammad Yunus. Also in attendance were members of the Dumai City DPRD, heads of regional apparatus organisations (OPD) within the Dumai City Government, resource persons from the Riau Province DPMPTSP, and business actors in Dumai City.
In his remarks, Muhammad Yunus expressed appreciation to the Dumai City DPMPTSP for organising the event as an effort to strengthen the understanding of local government and business actors regarding developments in business licensing regulations.
According to him, changes and improvements to licensing regulations are part of the government’s efforts to provide public services that are increasingly easy, fast, transparent and provide certainty for the business world.
“The Dumai City Government strongly supports the implementation of this activity. Socialisation and technical guidance like this are important so that every business actor understands the applicable provisions, including their rights and obligations in carrying out business activities,” said Muhammad Yunus.
He hoped that all participants would follow the event seriously and actively, so that the material presented by the resource persons would not only be understood in theory, but could also be applied in the implementation of business activities and licensing services in the field.
“Take advantage of this opportunity to discuss and convey various obstacles faced. We hope that after this activity there will be a common understanding between the government and business actors, so that the licensing process can run more orderly, effectively and provide certainty,” he said.
Meanwhile, Head of the Dumai City DPMPTSP, Dona Fitri Ilahi, in her report said that the event was held in response to developments in business licensing policy that require continuous understanding and adjustment, both by the government and business actors.
Dona explained that the issuance of PP No. 28 of 2025 concerning Risk-Based Business Licensing and Regulation of the Minister of Investment and Downstreaming/Head of BKPM No. 5 of 2025 is an important part of improving business licensing governance.
“The Dumai City DPMPTSP considers it necessary to carry out this activity as a means to provide a more comprehensive understanding to business actors as well as to align perceptions among regional apparatus in implementing the policy,” explained Dona.
She stated that the activity had a number of objectives, including increasing business actors’ understanding of the latest policies and regulations in the field of business licensing, providing an understanding of the rights and obligations of business actors, and improving compliance in fulfilling licensing requirements.
In addition, the activity also aimed to align perceptions between local government and business actors and strengthen synergy in creating an investment climate that is easy, fast, transparent, certain and competitive in Dumai City.
“We hope that this activity does not stop at understanding regulations alone, but can have a real impact on improving business actor compliance, the quality of government services, and ease of doing business in Dumai City,” she said.
Dona emphasised that licensing is not an obstacle for the business world, but rather an instrument to provide certainty, protection and create a healthy business climate.
On the occasion, the Dumai City DPMPTSP also expressed appreciation to the Riau Province DPMPTSP for attending and providing assistance and material as resource persons.
The activity was attended by business actors in Dumai City and was also attended by elements of the Dumai City Government and relevant stakeholders.
With the implementation of this activity, the Dumai City Government hopes to build stronger synergy between local government and the business world in realising better licensing governance, while supporting regional investment and economic growth.
