Dukcapil Team Issues 3,055 Civil Registration Documents Following NTT Earthquake
The Directorate General of Population and Civil Registration (Ditjen Dukcapil) of the Ministry of Home Affairs (Kemendagri) recorded that 3,055 population documents belonging to residents affected by the Nusa Tenggara Timur (NTT) earthquake had been successfully reissued as of Tuesday (25/8) at 22:30 WITA. This figure is expected to continue rising as field services remain ongoing. The 7.7-magnitude earthquake centred in Nagekeo Regency caused more than 100 deaths, injured 1,603 people, and displaced over 180,000 residents.
To assist communities affected by the disaster in NTT, Ditjen Dukcapil Kemendagri established an NTT Earthquake Emergency Response Team deployed across seven regencies as of 24 August 2024: East Manggarai, Nagekeo, Manggarai, Ende, Ngada, Sikka, and West Manggarai.
Director General of Dukcapil, Teguh Setyabudi, said that restoring civil registration documents in disaster locations is an urgent need so that displaced residents do not lose their basic rights. “Population documents such as electronic KTP and Family Cards are often lost or damaged under collapsed buildings when a disaster occurs. Yet these documents are the primary key for residents to access logistical assistance, health services, and settlement rehabilitation,” Teguh said in Labuan Bajo, West Manggarai, on Wednesday (26/8).
The implementation of a proactive outreach approach also became a solution to the partial paralysis of Dukcapil services in the regions. In several regencies, the server rooms of Dukcapil offices collapsed, a number of computers, printers, and e-KTP recording devices were severely damaged, while electricity and internet networks in several sub-districts were completely cut off.
These conditions prompted Ditjen Dukcapil to bring portable equipment and satellite internet networks directly to evacuation sites, rather than waiting for residents to come to offices that could not operate normally. Teguh explained that the movement patterns of field officers were adjusted to the geographical conditions and distribution of evacuation centres. Each field team was equipped with portable recording and printing devices, supplies of blank e-KTP forms, and satellite internet networks.
“We are not opening static services waiting for people to come, but rather sweeping evacuation posts and affected villages so that printing of electronic KTP, Family Cards, Birth Certificates, and other population documents can be handed directly to applicants,” he said.
For the community, the presence of this outreach service provides direct benefits. Residents do not need to travel long distances to sub-district or regency offices, nor queue amid all the limitations following the earthquake. Documents issued that day could also be used immediately for various urgent post-disaster needs, such as requirements for collecting logistical and social assistance, registering for health services and treatment at medical posts, re-enrolling schoolchildren affected by the earthquake, and processing claims for home repair assistance and settlement rehabilitation in the future.
Secretary of Ditjen Dukcapil, Hani Syopiar Rustam, who directly led the service team in West Manggarai Regency, added that in addition to providing direct emergency document issuance services, Ditjen Dukcapil handed over grants of equipment and blank e-KTP logistics to local agencies. This step was taken to ensure that Dukcapil offices in earthquake-affected areas maintain adequate operational capacity to continue document recovery for residents during the emergency response period, even after the central team completes its field assignment.
Additionally, the Head of Sub-directorate for Population Administration Information Security at the Directorate of IDKN, Mensuseno, along with technical teams acting as agents since Tuesday (25/8), also carried out Perlinsos registration services in Robo Village, Welak Sub-district, and Golo Sepang Village, Boleng Sub-district, in West Manggarai. As of today, Perlinsos registration is still ongoing and more than 100 families have successfully registered for Digital Perlinsos.
To obtain Ditjen Dukcapil services, residents can directly visit evacuation posts or the nearest population administration service tents during the implementation period of 24-27 August 2026. Officers will verify residents’ population data even if physical documents such as old e-KTP or Family Cards have been lost or damaged.
