The Directorate General of Population and Civil Registration (Ditjen Dukcapil) at the Ministry of Home Affairs has recorded significant achievements throughout 2025, laying the foundation for strengthening the government’s digital transformation. These achievements were presented by Director General Teguh Setyabudi during the 2026 Dukcapil National Coordination Meeting and the release of Clean Population Data for the First Semester of 2026 in Jakarta.

Teguh revealed that the utilisation of population data continues to show an increasing trend. As of 31 December 2025, there were 2,283 active user institutions, far exceeding the target of 1,300 institutions. This figure comprises 1,218 central institutions and 1,065 regional institutions, with total access reaching 2.57 billion hits. Cumulatively, 7,419 institutions have utilised population data services, with total access reaching 18.94 billion hits.

In the field of population administration services, electronic KTP recording reached 97.47 per cent, or 206.46 million people, out of a total of 211.82 million residents required to have an e-KTP. This achievement represents an increase of approximately 2.48 million people compared to the previous year. Birth certificate ownership for children aged 0–4 years also reached 96.02 per cent. Meanwhile, Child Identity Card ownership increased to 47.28 million children, marriage certificates reached 90.30 million documents, divorce certificates totalled 3.33 million documents, and death certificates achieved 100 per cent coverage of all reported deceased residents.

On the digital transformation front, Digital Population Identity activation has reached 17.56 million activations, or approximately 8.29 per cent of the population required to have an e-KTP, an increase of more than 4.25 million activations compared to the previous year. Teguh also noted that the quality of Dukcapil services has improved, with 167 regions achieving a ‘Very Good’ Service Quality Indicator category, surpassing the national target of 150 regions. Furthermore, the matching of population data with the National Socio-Economic Single Data has reached 99.99 per cent, covering approximately 286.91 million people.

To support the high volume of data utilisation traffic, Ditjen Dukcapil strengthened its information technology infrastructure throughout 2025 by increasing data centre capacity, biometric servers, storage, reinforcing the Centralised Population Administration Information System (SIAK) devices, and providing data communication networks for all Dukcapil offices across Indonesia. Strengthening was also carried out on information security aspects through the replication of Centralised SIAK hardware, enhancing the security of the internal domain name system, providing a visitor access management system, and achieving ISO 27001:2022 certification for all Dukcapil offices as an international standard for information security management.
