Dukcapil Restores Over 11,000 Civil Registry Documents Following NTT Earthquake
The Directorate General of Population and Civil Registration (Dukcapil) of the Ministry of Home Affairs has deployed six disaster response teams to seven regencies in East Nusa Tenggara (NTT), completing the restoration of more than 11,000 population documents for citizens affected by the recent earthquake.
The rapid response teams, led by senior officials from the Directorate General of Dukcapil, operated across East Manggarai, West Manggarai, Nagekeo, Manggarai, Ende, Ngada, and Sikka.
From Monday (24/8) to Saturday (29/8), the teams visited various displacement camps to reissue essential documents, including electronic ID cards (KTP-el), Family Cards (KK), birth certificates, death certificates, marriage certificates, child identity cards (KIA), and population movement documents.
The Director General of Dukcapial, Teguh Setyabudi, stated that services during disaster situations must be conducted differently. The team’s working scheme was made flexible by bringing service equipment directly to the field, such as electronic ID recording and printing devices, blanks, ribbons, film, paper, and other supporting tools.
Dukcapil also prepared Starlink internet equipment to assist services in areas experiencing communication network disruptions, ensuring that services were not entirely dependent on the condition of local Dukcapil offices.
“Disasters may damage buildings and facilities, but they must not interfere with the public’s right to population documents,” said Teguh.
Of the seven regencies, East Manggarai recorded the highest output with the issuance of 4,507 documents during four days of service across five displacement points, namely the Sambi Rampas, North Lamba Leda, South Lamba Leda, and Borong districts. Family Cards were the most requested service with 1,481 documents, followed by 981 electronic ID cards and 561 birth certificates. The team also handled 615 population biodata services, while electronic ID recording reached 506 individuals.
Other services completed included moving certificates, marriage certificates, separation of Family Cards, arrival certificates, IKD activation, death certificates, and family card additions.
Services continued despite ongoing aftershocks in the region. At least six aftershocks were recorded on 24, 25, and 27 August, with magnitudes ranging from 3.8 to 5.2.
In the Nagekeo-Ngada area, the team completed 719 documents; 758 documents in Manggarai; 1,451 documents in Ende; and 2,257 documents in Sikka. In West Manggarai, the team restored 1,533 documents, even though the local Dukcapil office was also affected by the earthquake.
Tegu emphasized that population documents are vital for disaster victims. Electronic ID cards and Family Cards are required to access aid, while civil registry documents are necessary for various family needs.
“In conditions like this, the public should not have to worry about costs. We must help re-issue documents that have been lost or damaged due to the disaster,” concluded Teguh.
