Dukcapil Releases Clean Population Data, Strengthening Foundation for Data-Based Public Services

The Directorate General of Population and Civil Registration (Dukcapil) of the Ministry of Home Affairs (Kemendagri) has officially released the Clean Population Data (DKB) for Semester I 2026. This milestone serves as an important foundation for strengthening data-based public service governance in Indonesia. The data release took place during the opening of the 2026 Population and Civil Registration National Coordination Meeting (Rakornas) held from 2 to 4 August 2026 at the Birawa Assembly Hall, Hotel Bidakara, Jakarta. “This data release is not merely a routine semester activity. It is a marker that the efforts to improve and update population data carried out by the Directorate General of Dukcapil are ongoing and measurable, not just rhetoric that stops on paper,” stated a written release on Tuesday (4/8). The Minister of Home Affairs, Tito Karnavian, officially launched the DKB Semester I 2026. This step marked the beginning of a series of strategic discussions on national population data management. The Director General of Dukcapil, Teguh Setyabudi, also presented the population data profile in a special session titled ‘Portrait of Indonesia’s Diverse Faces in National Population Data’. Teguh also conveyed the policy direction for the administration of population administration for the 2027 Fiscal Year. Placing the data release at the beginning of the event made the population profile a common reference for all participants. The DKB Semester I 2026 was compiled through continuous consolidation, verification, validation, and updating. This process aims to minimise duplication, anomalies, and data on residents whose status has changed. The results of this data updating are the main capital for implementing the National Identity Number (NIK) and Digital Population Identity (IKD). Both instruments are the backbone of the Digital Public Infrastructure (DPI) pillar. The NIK acts as the primary identifier connecting electronic systems across agencies, linking ministries, institutions, regional governments, and the private sector. Meanwhile, the IKD is present as a digital representation of the National Identity Number, providing secure and real-time digital identity verification services. Population data updating is carried out routinely through daily administrative services at all regional office branches. The results of these daily services are then consolidated nationally by the central government. Clean and accurate population data is expected to support more targeted distribution of social assistance. Data accuracy prevents recipient errors due to duplicate data or mismatched status. Additionally, the identity verification process for various public services can run more simply and quickly. The reliability of public digital transactions also increases as they rely on verified data. The government also utilises this database to formulate national development planning, ensuring plans are designed according to the factual conditions of the community on the ground. This data release also serves as evaluation material for all regional Dukcapil Heads, allowing each region to measure data readiness as a basis for expanding Digital Population Identity activation. Population data cleansing is positioned as a continuous process that adapts to the daily dynamics of society, rather than a one-off administrative task. The 2026 Dukcapil National Coordination Meeting series was scheduled to close on Tuesday evening (4/8), beginning with the reading of the meeting’s formulated results by a representative of the Provincial Dukcapil Heads before being officially closed by Teguh. The event affirmed the commitment of all ranks to maintaining the sustainability of data updating. For the Directorate General of Dukcapil, the availability of clean population data is not the final goal but a starting point that is the main capital to ensure the state is truly present to serve every citizen.
