Efforts to address the impact of the earthquake that struck the Flores Island region of East Nusa Tenggara are being accelerated. The Directorate General of Population and Civil Registration (Ditjen Dukcapil) of the Ministry of Home Affairs recorded that 3,055 civil documents belonging to residents affected by the disaster had been successfully reissued as of Tuesday (25/8) at 22:30 WITA. This figure continues to grow as field services remain ongoing.

The magnitude 7.7 earthquake, centred in Nagekeo Regency on 15 August 2026 at 04:58 WIB, caused more than 100 deaths, injured 1,603 people, and displaced over 180,000 residents.

To assist communities affected by the disaster in NTT, Ditjen Dukcapil of the Ministry of Home Affairs established an Emergency Response Team for the NTT Earthquake, deployed across seven regencies starting 24 August 2026.

During two days of mobile population administration services (Adminduk) at disaster sites, Ditjen Dukcapil issued 3,055 population and civil registration documents. This achievement resulted from the work of the Ditjen Dukcapil Emergency Response Team, fully supported by local Dukcapil offices. Services were deployed simultaneously in seven affected regencies: East Manggarai, Nagekeo, Manggarai, Ende, Ngada, Sikka, and West Manggarai.

Director General of Dukcapil, Teguh Setyabudi, emphasised that restoring population administration documents at disaster sites is an urgent need so that displaced residents do not lose their basic rights.

“Population documents such as electronic ID cards (KTP-el) and Family Cards (Kartu Keluarga) are often lost or damaged, buried under buildings when disasters occur. Yet these documents are the primary key for residents to access logistical aid, health services, and housing rehabilitation. The state is present directly at evacuation posts so that residents’ civil administration matters can be resolved on the spot without any fees,” Teguh stated in a written statement on Wednesday (26/8/2026).

This mobile service approach also serves as a solution to the paralysis of some Dukcapil services in the regions due to the earthquake. In several regencies, the server rooms of Dukcapil offices collapsed, and a number of computers, printers, and KTP-el recording devices were severely damaged. Meanwhile, electricity and internet networks in several sub-districts were completely cut off, making access to services at sub-district offices impossible.

These conditions prompted Ditjen Dukcapil to bring portable equipment and satellite internet networks directly to evacuation sites, rather than waiting for residents to come to offices that were partly no longer operating normally.

Teguh explained that the movement patterns of field officers are adapted to the geographical conditions and distribution of evacuation centres.

“Each field team is equipped with portable recording and printing devices, supplies of blank KTP-el cards, and satellite internet networks. We are not opening static services waiting for residents to come, but rather sweeping evacuation posts and affected villages so that printing of electronic ID cards, Family Cards, Birth Certificates, and other population documents can be handed directly to applicants,” said Teguh.

For the community, the presence of this mobile service provides direct benefits. Residents do not need to travel long distances to sub-district or regency offices, some of which were damaged by the earthquake; there is no charge; and they do not have to queue for days amid limited evacuation conditions.

The documents issued can also be used immediately for various urgent post-disaster needs, such as collecting logistical and social assistance, registering for health services and treatment at medical posts, re-enrolling schoolchildren affected by the earthquake, and processing claims for home repair assistance and settlement rehabilitation.

To obtain this service, residents simply need to visit the nearest evacuation post or civil administration service tent during the implementation period of 24-27 August 2026 without prior registration. Officers will verify residents’ population data even if physical documents such as old KTP-el cards or Family Cards have been lost or damaged.

Secretary of Ditjen Dukcapil, Hani Syopiar Rustam, who directly led the service team in West Manggarai Regency, added that in addition to providing direct emergency document issuance services, Ditjen Dukcapil also handed over grants of equipment and blank KTP-el logistics to local offices.

This step was taken to ensure that Dukcapil offices in affected areas retain adequate operational capacity to continue restoring residents’ documents during the emergency response period, even after the central team completes its field assignment.

Additionally, the Head of Sub-directorate for Population Administration Information Security at the Directorate of IDKN, Mensuseno, along with a technical team acting as agents, also conducted Perlinsos registration services in Robo Village, Welak District, West Manggarai, since Tuesday (25/8/2026).

As of today, Perlinsos registration is still ongoing and more than 100 families have successfully registered for Digital Perlinsos.
