Dukcapil Mobile Service Issues 358 Civil Documents in West Manggarai
The Directorate General of Population and Civil Registration (Dukcapil) of the Ministry of Home Affairs is handling the restoration of residents’ civil documents following the magnitude 7.7 earthquake in East Nusa Tenggara. On this occasion, Dukcapil also handed over grant assistance and loans of technical equipment to support the smooth issuance of residents’ documents in the affected areas.
The grant assistance handed over includes two outer packages or 4,000 blank electronic identity cards (KTP-el), one Starlink internet device, one SAM Card, one set of ribbon, film and cleaning kit, two reams of 80-gram A4 paper, and one inkjet printer. In addition, one portable KTP-el recording device (mobile enrollment) was handed over on a loan basis.
Secretary of the Directorate General of Dukcapil, Hani Syopiar Rustam, said the handover of this facility assistance aims to ensure that the process of replacing residents’ documents lost or damaged due to the earthquake is not hampered. “Our presence in West Manggarai is a mandate to ensure that basic public services are not paralysed. We handed over the Starlink device and portable recording equipment so that regional service officers can move flexibly to evacuation posts. All replacement of civil documents for disaster-affected residents is guaranteed free of charge,” he said in a written statement on Tuesday (25/8/2026).
Hani emphasised that the presence of the Ministry of Home Affairs team aims to ensure that residents’ civil rights are not halted amid the post-disaster emergency situation. “Dukcapil is present to ensure that residents who have lost or found their civil documents damaged due to the earthquake can immediately obtain replacements. The assistance of equipment and technical facilities we handed over today is expected to strengthen the reach of the West Manggarai Dukcapil Office in serving the community to the affected remote areas,” he said.
The mobile service agenda in West Manggarai Regency was held on Monday (24/8). Although the office building suffered damage in the form of wall cracks due to the earthquake tremors, civil administration services to the public are confirmed to continue operating normally.
The arrival of the team was received directly by Assistant III for General Administration of the West Manggarai Regional Secretariat, Pius Baut, representing the Regent, accompanied by the Head of the West Manggarai Dukcapil Office, Valentinus Andi. Pius Baut expressed appreciation for the concrete support from the Ministry of Home Affairs.
“On behalf of the regional government and the people of West Manggarai, we express our gratitude for the attention of the Directorate General of Dukcapil. The assistance of supporting facilities such as Starlink and additional blank electronic ID cards is very crucial for us, considering that smooth signal and civil logistics supplies are greatly needed to accelerate services in disaster areas,” said Pius.
In line with this, the Head of the West Manggarai Dukcapil Office, Valentinus Andi, stated his staff’s readiness to move to the affected locations together with the Dukcapil team. “Although our office building has cracks, the spirit of our members in the field has not diminished. With the portable recording equipment and the availability of blanks from the central government, we are ready to reach residents who have lost documents in the affected villages,” said Valentinus.
The delegation also visited the Earthquake Emergency Response Post at the West Manggarai Regional Disaster Management Agency (BPBD) Office to coordinate with Deputy Regent of West Manggarai Yulianus Weng and Speaker of the West Manggarai Regional House of Representatives Benediktus Nurdin. Deputy Regent Yulianus expressed high appreciation and conveyed respectful greetings to the Director General of Dukcapil for the swift action of the Ministry of Home Affairs staff in the field.
The team also monitored the situation at the West Manggarai BPBD Command Center. As of Monday afternoon, seismic activity was still being felt with a series of aftershocks below magnitude 4, including a 2.6 magnitude tremor detected around the coast of Manggarai Regency (Ruteng) during the review.
Based on recapitulation data up to 18:39 Central Indonesia Time, the mobile service and routine services in West Manggarai on the first day successfully issued a total of 358 civil documents. The details include recording of 36 electronic ID cards, printing of 94 electronic ID cards, printing of 174 family cards, printing of 5 child identity cards, activation of digital population identity for 13 applicants, printing of 12 moving-in certificates, printing of 18 birth certificates, printing of 4 death certificates, and printing of 2 marriage certificates.
This disaster response service will continue to a number of evacuation points and earthquake-affected locations in West Manggarai Regency over the next few days.
