The Population and Civil Registration Agency (Dukcapil) of Kepulauan Seribu, DKI Jakarta, is overcoming geographic obstacles in civil administration services through the Layanan Tanpa Batas Samudera (Lantas Samudera) innovation, which integrates a number of cross-sector services.

“This programme integrates various cross-sector services to overcome geographic obstacles in Population Administration (Adminduk) services,” said Head of the Kepulauan Seribu Dukcapil Sub-agency, Raditya Wirawan, in Jakarta on Sunday.

He said the Lantas Samudera programme is an integration of a number of existing innovations such as Dukcapil Guru Tamu, Seribu Pulau Satu Data, and Pagi Samudera.

According to him, the programme is designed to strengthen technological infrastructure and human resources in realising a society with orderly population administration.

“We ensure that no resident of Kepulauan Seribu is hindered or neglected in their civil rights simply because of maritime obstacles,” he said.

He stressed that the innovation is a form of the government’s commitment to delivering inclusive, responsive public services that are not hampered by geographic conditions.

For two consecutive days, the Kepulauan Seribu Dukcapil Sub-agency team together with the DKI Jakarta Dukcapil Agency conducted monitoring in six urban villages and regency-level service counters.

“Yesterday we visited Pulau Untung Jawa, Pulau Lancang, Pulau Tidung, Pulau Panggang, Pulau Kelapa, Pulau Harapan, and ended at the regency government centre on Pulau Pramuka,” he said.

He urged residents to actively utilise population services, both through official counters and proactive outreach services. All population document processing services are guaranteed to be free of charge.

“We guarantee that all population and civil registration services are completely free. If the required documents are complete and valid, officers are obliged to complete document issuance quickly according to residents’ needs,” he asserted.

Meanwhile, Secretary of the DKI Jakarta Provincial Dukcapil Agency, Muhammad Nurrahman, appreciated the performance of the Kepulauan Seribu Dukcapil Sub-agency staff, because proactive outreach services to schools are very important for building strong human resources and orderly population administration from an early age.

“We provide services ranging from population consultations to KTP-el recording for first-time students and teachers within the school environment,” he said.

He assessed that service challenges in Kepulauan Seribu are not only related to distance and geographic conditions, but also the risks of sea travel that require careful calculation, including costs and the availability of inter-island transportation.

“I give the highest appreciation to the team in the field who continue to strive to fulfil their responsibilities in serving residents,” he said.
