Dukcapil issues 3,055 civil documents for NTT earthquake victims
The Directorate General of Population and Civil Registration (Dukcapil) of the Ministry of Home Affairs has issued 3,055 civil documents for residents affected by the earthquake in Nusa Tenggara Timur (NTT).
Director General of Dukcapil Teguh Setyabudi in Jakarta on Wednesday said civil documents are important for residents to access aid and various services after a disaster.
“Civil documents such as electronic ID cards and Family Cards are often lost or damaged buried under buildings when a disaster occurs. Yet, these documents are the main key for residents to access logistical assistance, health services, and even settlement rehabilitation,” said Teguh.
The documents were issued through a mobile civil administration service (adminduk) in seven affected districts until Tuesday (25/8/2026) at 22.30 WITA.
Teguh emphasised that the restoration of civil administration documents is an urgent need so that disaster-affected residents can continue to obtain their basic rights.
The 7.7 magnitude earthquake centred in Nagekeo Regency on 15 August 2026 affected several areas on Flores Island. The disaster caused more than 100 deaths, 1,603 injuries, and displaced more than 180,000 residents.
During two days of mobile service implementation, the Dukcapil team together with local Dukcapil offices issued 3,055 civil registration documents.
Services were carried out simultaneously in East Manggarai, Nagekeo, Manggarai, Ende, Ngada, Sikka, and West Manggarai Regencies. The service pattern was adjusted to the geographical conditions and distribution of evacuation sites.
“Each field team is equipped with portable recording and printing devices, supplies of blank e-KTP forms, and satellite internet networks. We do not open static services waiting for the public to come, but rather comb through evacuation posts and affected villages,” he said.
The mobile service was carried out to ensure civil administration services continued to operate even though several service facilities in the affected areas suffered damage.
With this service, residents do not need to come to affected service offices to take care of civil documents.
All civil document issuance services are provided free of charge.
The issued documents can be directly used to access social and logistical assistance, obtain health services, re-register children at school, and arrange home recovery assistance.
The mobile service took place from 24 to 27 August 2026. Residents can visit the nearest evacuation post or civil administration service tent without needing to register in advance.
Secretary of Dukcapil Hani Syopiar Rustam, who led the service team in West Manggarai Regency, said Dukcapil also handed over grants of equipment and logistics in the form of blank e-KTP forms to the local Dukcapil Office.
In addition to civil administration services, the Head of Sub-Directorate of Civil Administration Information Security at the Directorate of IDKN Mensuseno together with the technical team carried out Social Protection (Perlinsos) registration in Robo Village, Welak District, West Manggarai Regency.
From Tuesday (25/8/2026) to Wednesday (26/8/2026), more than 100 heads of families have registered for Digital Social Protection.
