Dukcapil Directorate General Supports Social Protection Digitalisation via Digital ID

The Ministry of Home Affairs (Kemendagri), through the Directorate General of Population and Civil Registration (Ditjen Dukcapil), is supporting the Digitalisation of Social Protection (Digitalisasi Perlinsos) programme by utilising population data and Digital Population Identity (IKD) as a single database for various public services. This support aligns with the government’s commitment to accelerating digital transformation through Presidential Regulation Number 83 of 2025 concerning the Committee for the Acceleration of Government Digital Transformation. The utilisation of IKD within the Social Protection Portal is carried out through support for IKD Single Sign On (SSO) access, Face Recognition (FR), and NIK access. The Digitalisation of Social Protection programme via IKD offers various benefits to the public, ranging from an easier registration process through IKD integration, access to services in the form of a portal, a proposal and rebuttal feature, and more integrated data so that aid distribution is faster and better targeted, to cutting the registration time from the previous 200 days to just about two minutes. In 2025, an initial trial of Social Protection Digitalisation was conducted in Banyuwangi Regency, beginning with facilitation activities for IKD activation for Family Hope Programme (PKH) assistants, Sub-district Social Welfare Workers (TKSK), and Village/Sub-district Operators as well as prospective beneficiary communities in Banyuwangi. A total of 359,079 families in Banyuwangi have been registered as recipients of PKH social assistance and Non-Cash Food Assistance (BPNT). Subsequently, in 2026, the Social Protection Digitalisation trial will be expanded to 42 regencies/cities. Ditjen Dukcapil of the Ministry of Home Affairs is also committed to optimising the use of population data for various purposes. To date, the service has been trusted by 7,624 user institutions with a cumulative access count reaching 19.6 billion hits. Population data is utilised to support various services, ranging from public services such as the National Socio-Economic Data (DTSEN), tax database, driving licences, passports, education, health, and social assistance, to development planning, budget allocation, the conduct of general and regional elections, law enforcement, crime prevention, and various other needs.
