Dukcapil: Data Security is Priority in Cooperation with Bawaslu
The Directorate General of Population and Civil Registration (Dukcapil) of the Ministry of Home Affairs has stated that data security is the priority in the cooperation regarding the use of population data with the Indonesian General Election Supervisory Agency (Bawaslu) to ensure that personal data protection is maintained. The use of population data must be accompanied by a mutual commitment to maintaining system security, as this data serves as the foundation for various public services, including supporting the implementation of democracy.
“It is also very important that we both maintain data security. From a cyber security perspective, it must be a fortress. This is a mandate, not only from the Population Administration Law but also from the Personal Data Protection Law,” said the Director General of Dukcapil, Teguh Setyabudi, at the Bawaslu RI Building in Jakarta on Friday.
This was stated during the signing of a cooperation agreement (PKS) between the Directorate General of Dukcapil and the Bawaslu RI Secretariat General. He explained that data security also refers to Law Number 27 of 2022 concerning Personal Data Protection, recommendations from the National Cyber and Crypto Agency (BSSN), and the ISO 27001 information security standard.
Teguh emphasised that the signing of this cooperation is merely the first step, which must be followed by real implementation to ensure the optimal use of population data. “The agreement has been signed, but what is more important is the implementation. We must not slacken after this agreement; we must continue to push forward so that this can be completed promptly,” he said.
He noted that following the signing, both parties will immediately draft technical guidelines, conduct a proof of concept on the systems used, and monitor the implementation of the cooperation. Teguh emphasised that population data plays a strategic role in democratic development as it is utilised to support the conduct of general and regional elections. He also called upon the technical teams of both Dukcapil and Bawaslu to strengthen coordination to ensure that the data matching process and service access can proceed swiftly according to requirements.
