Central Java Governor Ahmad Luthfi stated that he is currently reviewing measures to encourage civil servants (ASN), including regents and mayors in Central Java, to cycle to the office as part of energy conservation efforts.

Luthfi revealed that the Central Java provincial government is still awaiting a circular letter (SE) from the central government regarding the technical implementation of energy savings. He said the SE is scheduled to be issued on Tuesday (31 March 2026).

Luthfi admitted that he does not yet have a target for energy savings within the scope of the Central Java provincial government. “We’re still calculating it together. Besides cycling, if necessary, run to and from work,” he said on Monday (30 March 2026). “Work-from-home is also under review. Which days are still being studied,” Luthfi added.

These energy-saving measures stem from the energy crisis caused by Iran’s blockade of the Strait of Hormuz in retaliation for illegal attacks by US President Donald Trump and Israeli Prime Minister Benjamin Netanyahu. So far, there are no signs that the conflict will end soon. Indonesian oil tankers have also not yet passed through the Strait of Hormuz.

Although there has been no directive from the central government, Luthfi said he is reviewing policies to have ASN, including regents and mayors in Central Java, cycle to the office. “We’ve already calculated it; if necessary, from tomorrow on certain days, all ASN will cycle, including all regents and mayors. So, to the office by bicycle,” he said.

However, Luthfi admitted he does not yet have a clear picture of the technical implementation of the policy, including the scheduling for its application. “We’ll calculate it later,” he said when asked if the cycling rule for ASN would be applied every day.

He added that, besides cycling, another option for conserving energy consumption is to use public transport. “So, we will socialise this, review it; once the government announces it, Central Java province is ready,” said Luthfi.

Previously, the Head of the Energy and Mineral Resources (ESDM) Office of Central Java Province, Agus Sugiharto, urged residents of Central Java to conserve energy. Nevertheless, he assured that stocks of fuel oil (BBM), including LPG, are still sufficient.

“I urge the people of Central Java in particular to remain calm, maintain conducive conditions, and follow the government’s directive to save energy in all sectors, whether electricity, BBM, or gas. This must be done,” said Agus on Thursday (26 March 2026).

Nevertheless, he assured that energy supplies are still adequate. “Availability of energy is still sufficient, both in the electricity sector and for LPG, which is sufficient. For all types of BBM, such as Pertalite, solar, Pertamax, and so on, it is still sufficient,” he said.

Therefore, Agus urged the public not to engage in panic buying or spread unaccountable rumours. “So, no panic buying or issues that cannot be held accountable,” he said.

According to him, panic buying would only cause losses to the public. Agus also reminded that hoarding BBM and LPG constitutes a criminal act.

On the other hand, Agus opined that panic buying is a form of waste in energy consumption. “The government has guaranteed and continues to strive to meet all energy needs for the people,” said Agus.

Even though stocks and energy supplies are adequate, Agus still urged the public, especially residents of Central Java, to conserve energy. “Energy conservation must be done. No wastefulness. In fact, panic buying is one form of wasteful action,” he said.
