Dubai Investors Target Rp5 Trillion Mini Refinery Project in Central Java

Central Java is once again attracting international attention. This time, interest has come from Dubai, United Arab Emirates (UAE), regarding the potential development of a mini refinery for oil processing in the Jepara Regency, with an investment value of approximately Rp5 trillion.

This was announced by the Governor of Central Java, Ahmad Luthfi, following his meeting with potential investors from Dubai in Jakarta on Tuesday (15/09). The investment is expected to be realised by the end of 2026, following the signing of a cooperation agreement.

The mini refinery will function as a crude oil processing facility. Luthfi expressed his hope that the realisation of this investment would strengthen energy supply within the Central Java region.

“That is Central Java; even amidst global uncertainty, Central Java remains an investment destination, including for the representatives from Dubai who visited today,” said Luthfi.

This investment will further expand the list of collaborations in Central Java. Over the last five years, the UAE has invested in the province with a total value reaching Rp13 trillion.

Representing the Dubai investors, Talal Ourfali stated that the investment plan was decided after observing Indonesia’s potential, particularly in Central Java, which is considered highly prospective. One such opportunity is the development of mini refineries for crude oil processing.

“There is still a shortage of mini refineries in Indonesia, yet we see great potential. We intend to build a mini refinery with an initial capacity of 10,000 barrels per day, targeting up to 30,000 barrels per day. God willing, the location will be in Jepara, and work will commence before the end of the year. The investment value is approximately USD200 million or Rp5 trillion,” said Talal.

In addition to the Dubai investors, the Governor also met with the Honorary Consul of Indonesia in Gdańsk, Poland, Mirosław Wawrowski, to discuss strengthening cultural and tourism diplomacy between Central Java, Indonesia, and Poland.

During the meeting, plans were discussed to develop a ‘Little Indonesia’ in Dolina Charlotty. Currently, Dolina Charlotty hosts a Balinese cultural complex, with plans underway to construct a Javanese cultural complex.

“This serves as part of the promotion of Indonesian culture and tourism in Poland. The Balinese complex is complete, and there are plans to build a Javanese complex. I will visit Central Java again for further details,” concluded Wawrowski.
