The investment plan for the construction of a mini refinery in Jepara Regency, Central Java, has entered its next stage. The project, undertaken by an investor from Dubai, United Arab Emirates (UAE), carries an initial investment value of approximately Rp5 trillion with a processing capacity of 10,000 barrels of oil per day.

This development was marked by the signing of a business-to-business cooperation agreement between the investor and Perumda Aneka Usaha Jepara at the Central Java Governor’s Office on Thursday (17/9).

Talal Ourfali, Commissioner of Nusantara Petroleum and Petrochemical, stated that support from the local government has helped accelerate the investment exploration process, which has been ongoing for almost a year.

“This is considered fast, because the Governor provides total support,” said Talal following the signing of the agreement.

Talal explained that the process began with the investor’s visit to Central Java. Communication continued until an initial agreement was reached, which was subsequently formalised through the business-to-business cooperation. He noted that local government support has been instrumental in realising this investment.

Talal added that the company aims to expand capacity to 60,000 barrels per day and intends to open other business opportunities once the initial investment is operational.

The Governor of Central Java, Ahmad Luthfi, reaffirmed his commitment to overseeing the continuation of this cooperation.

“As Governor, I fully permit and will support this activity,” he stated during his address.

To expedite follow-up actions, Luthability stated that he has contacted Pertamina and will coordinate with the Ministry of Energy and Mineral Resources (ESDM). This step is directed towards ensuring a certain supply of crude oil alongside the preparation of project infrastructure.

“The crude oil supply must be clear and certain,” he emphasised.

Luthfi noted that the investor’s commitment demonstrates confidence in Central Java amidst global challenges. He expressed hope that the investment would increase regional revenue and provide economic benefits to the community.

“In times of geopolitical tension and fiscal pressure, Central Java remains an investment destination,” he remarked.

Meanwhile, the Regent of Jepara, Witiarso Utomo, who was present at the event, stated that the prospective investors have inspected the land and the ship docking locations for oil transportation. The locations were deemed suitable, although securing the raw material supply still requires further support.

Through this cooperation, the development of the mini refinery is expected to create jobs, boost economic activity, and strengthen the role of the Regional Owned Enterprise (BUMD) and Jepara’s potential for regional original income.
