Dual Positions Not About Power but National Investment Direction, Says Deputy Investment Minister

Jakarta – "These concurrent positions are not about power, but about the direction of national investment." So affirmed Deputy Minister of Investment and Downstreaming/BKPM, Todotua Pasaribu, when explaining his position as President Commissioner of Pertamina, alongside Rosan Roeslani's role as CEO of the Daya Anagata Nusantara Investment Management Agency (BPI Danantara).

According to Todotua, the decision arose from the government's strategy of focusing on accelerating investment, particularly in the downstreaming sector. The strengthening of institutional structures also underpinned the decision, including the establishment of the Deputy for Strategic Investment Downstreaming under the Ministry of Investment and Downstreaming.

"This is no longer merely nomenclature. Our ministry now clearly has two roles: investment and downstreaming. And our concurrent positions reflect the importance of that synergy," said Todotua in his remarks while attending Pertamina Investor Day at the St. Regis, South Jakarta, on Wednesday (16/7/2025).

He explained that the presence of ministry officials in strategic positions at state-owned enterprises such as Pertamina represents a concrete step towards driving investment in the oil and gas industry. Pertamina, he said, has now become one of Danantara's strategic vehicles for managing energy sector investment in an integrated manner.

"Danantara needs strategic vehicles to mobilise investment. Pertamina is one of the most strategic in the oil and gas sector. Therefore, this assignment is synergistic in nature and not merely a formality of office," he stressed.

Furthermore, the collaboration between the Ministry of Investment and Downstreaming and Danantara was deemed capable of creating more effective communication channels. This is important for overseeing long-term investment plans and determining priority sectors that need to be developed in the near term.

The institutional synergy and concurrent positions are expected to serve as a new model for national investment governance that is more directed, efficient, and responsive to global challenges. The government considers that the presence of strategic figures within these institutional units will accelerate the downstreaming process and optimise national resources in facing increasingly intense global economic competition.
