DSI Tightens Export Governance, Trade Contracts Remain Secure
JAKARTA — The presence of PT Danantara Sumberdaya Indonesia (DSI) marks a new chapter in the governance of strategic natural resource exports. However, the strengthened oversight is assured not to disrupt existing contracts or commercial relationships between Indonesian exporters and buyers in the global market.
Chief Executive Officer (CEO) of Danantara Indonesia Rosan Roeslani emphasised that DSI is directed to ensure export transactions run more transparently, measurably, and provide greater economic benefits for Indonesia.
“There is no need to doubt that you can carry out your exports directly and we still honour the sanctity of the contract,” Rosan said at the Launch of the New Chapter in Natural Resource Export Governance in Jakarta on Monday.
According to Rosan, DSI, which began active operations on 1 June 2026, will in its initial phase focus on evaluation, monitoring, and transaction transparency, rather than taking over existing trade relationships.
Rosan, who also serves as Minister of Investment and Downstreaming/Head of the Investment Coordinating Board (BKPM), explained that in the early phase DSI is focusing on three strategic national commodities: coal, crude palm oil (CPO), and ferroalloy.
Rosan revealed that the three commodities that are DSI’s initial focus have very large export values, reaching nearly 70 billion US dollars.
The export value of coal reached around 30.35 billion US dollars, CPO 22.67 billion US dollars, and ferroalloy around 16.43 billion US dollars.
“We want to improve the governance of these three commodities because they have strategic significance for the Indonesian economy,” Rosan said.
Meanwhile, PT DSI announced the board of commissioners and directors tasked with running the operations of this state-owned company.
President Director of PT DSI Luke Thomas Mahony at the Launch of the New Chapter in Natural Resource Export Governance held in Jakarta on Monday conveyed the company’s aim to oversee and facilitate the governance of strategic natural resource exports to prevent price manipulation practices such as under-invoicing and transfer pricing.
On that occasion, Luke introduced the board of commissioners and directors who will assist him in operating DSI. The full list is as follows:
President Commissioner: M Syaifurrahman Noer
M Syaifurrahman Noer (Cipung Noer) previously served as a Production Development Engineer in Madrid, Spain, then became Director of IPTN, CN-235 Programme in Bandung. He subsequently held a position at IPTN North America (Seattle, USA), became President Commissioner of PT Indonesian Defence Security and Technology, and is known as a Senior Aerospace and Defence Leader.
Commissioner: Mari Elka Pangestu
Mari Elka has a long track record in government and national economic development. She served as Managing Director of Development Policy and Partnerships at the World Bank from 2020 to 2023. Previously, she was Minister of Tourism and Creative Economy from 2011 to 2014 and Minister of Trade from 2004 to 2011.
Commissioner: Tony Wenas
Tony Wenas has served as President Director of PT Freeport Indonesia since December 2018 and has more than 30 years of leadership experience in various sectors. He is also considered to have a strong management background and influence in the national mining ecosystem.
Commissioner: Harold Tjiptadjaja
Harold previously served as Senior Director of Strategic Unit/Transaction & Strategy Support at Danantara Indonesia. He has also held the position of Managing Director of Investment Banking at Mandiri Sekuritas and Chief Investment Officer (CIO) and Managing Director at Indonesia Infrastructure Finance (IIF). He is known to have more than 25 years of experience in investment, mergers and acquisitions (M&A), project finance, and corporate restructuring.
President Director: Luke Thomas Mahony
Luke Thomas is an Australian citizen who previously served as Director of PT Vale Indonesia.
Finance Director: Sinthya Roesly
Sinthya led PT Penjaminan Infrastruktur Indonesia (IIGF/PII) from 2009 to 2017 and served as Chairperson and CEO of LPEI from 2017 to 2019. She also served as Finance Director of PT PLN (Persero).
Risk Management Director: Nur Hidayat Udin
Nur Hidayat has 28 years of experience at Bank Mandiri, most recently as Senior Vice President of Wholesale Risk. He also served as Director of Risk Management and HSSE at MIND ID.
Legal and Compliance Director: Ivan Ferdiansyah Baely
Ivan has more than 20 years of experience in private practice, government (IBRA), and consulting. He is also known as a Senior Corporate Lawyer and Managing Partner of IABF Law Firm. He is recognised as a top-tier legal expert in Indonesia.
