DSI Becomes Sole Exporter, Danantara Assures No New Bureaucratic Layer
Danantara Indonesia has assured that the presence of PT Danantara Sumberdaya Indonesia (Persero), or DSI, as the sole exporter of strategic natural resource commodities will not add a new layer of bureaucracy.
Minister of Investment and Downstreaming/Head of BKPM and Head of the Danantara Investment Management Agency, Rosan Roeslani, said DSI will not take over the functions of ministries and agencies as regulators.
“DSI’s purpose is not to add a layer of bureaucracy, nor is it to replace the role of regulators. This must be underlined: all licensing, regulatory, and supervisory functions remain with the authorised ministries or agencies,” Rosan said at the launch of the New Chapter in Natural Resource Export Governance by PT DSI, as reported on Tuesday, 25 August.
In the initial phase, Rosan said, DSI will manage export governance for three commodities: coal, crude palm oil (CPO), and ferro alloy.
Rosan also assured that DSI’s presence will not disrupt long-term contracts between natural resource producers and overseas buyers or importers.
“So there is no need to hesitate. You can still carry out your exports directly, and we honour the sanctity of the contract — contracts that are very long-standing,” he said.
DSI President Director Luke Thomas Mahony said the company will integrate systems from seven ministries and agencies to support natural resource export governance.
These systems include the Minerba Online Monitoring System (MOMS) and e-PNBP of the Ministry of Energy and Mineral Resources, INATRADE of the Ministry of Trade, CEISA 4.0 and Coretax of the Ministry of Finance, SiMoDIS of Bank Indonesia, General Legal Administration (AHU) of the Ministry of Law, and the Online Single Submission (OSS) system of BKPM.
All of these systems will eventually be connected to the National Single Window Agency (LNSW) of the Ministry of Finance, which manages the Indonesia National Single Window (INSW) system.
Luke explained that the system integration will be used by DSI to identify and analyse natural resource export processes. This step is intended to uncover discrepancies, inconsistencies, and anomalies in the export process.
These findings will be used to prevent under-invoicing, transfer pricing, and the flight of export proceeds abroad. If indications of violations are found, DSI will report them to the relevant ministries or agencies for follow-up.
“So the ministries and agencies continue to hold and maintain their authority as regulators, because that is not DSI’s role,” Luke said.
Meanwhile, DSI Finance Director Sinthya Roesly said that based on the mandate of Government Regulation (PP) Number 24 of 2026, DSI has two possible roles.
First, as the sole intermediary or broker for natural resource exports. Second, DSI may act as the owner of goods by purchasing commodities from producers and then trading them overseas independently. However, in the initial phase, DSI is still focused on carrying out its function as an export intermediary.
“At present we are preparing to act as the sole intermediary first, as Luke mentioned, the intermediary role. This intermediary role is not easy to implement; the most important thing is how we consolidate the data,” Sinthya said.
