Belu Police Chief AKBP I Gede Putra Astawa detailed the sequence of events where two officers assaulted 22-year-old Andreas Ridwan Mali after he was arrested at Belu Regency Police Station in East Nusa Tenggara (NTT) following intoxication.

‘We have followed up on the public report regarding allegations of assault by members of the Belu Police,’ Astawa told detikBali on Saturday (30 May 2026).

He explained the incident began when a woman identified as R reported Andreas and his friends consuming alcohol and causing disturbances in Kampung Lalosuk, Manleten Village, Tasifeto Timur Subdistrict, Belu.

The complaint was made via the 110 hotline at around 1:45 am WITA on Thursday (28 May 2026). R stated that Andreas and his companions were drunk and insulting locals, causing concern among residents.

Following the report, officers proceeded to the scene for initial checks and handling. There, they found Andreas and others intoxicated and arguing with R.

‘Personnel then secured witnesses and the complainant to take them to Belu Regency Police Station for further resolution due to their disruptive behaviour while drunk,’ Astawa said.

According to Astawa, during transit, Andreas and his friend JS made provocative remarks to the officers, claiming they were not afraid of imprisonment.

‘They said even if jailed for 10 years, it would be fine as they could eat and drink for free,’ Astawa said.

Upon arrival at the police station, Astawa stated officers immediately warned Andreas and JS to stop causing trouble. However, they ignored the warnings and continued to behave disrespectfully, including shouting at R even when asked to sit down.

After repeated warnings proved ineffective, two officers, Rolan Jawa and Riki Bianco, assaulted Andreas.

‘As a result, the victim sustained injuries to his left temple and bruising on his back,’ Astawa said.

After the assault, Andreas went to the Police Service Desk (SPKT) at Belu Police Station while recording a video and striking the glass door. Officers then attempted to secure him in the Tactical Unit room to await family members.

‘The actions taken by officers were to secure the complainant who was under the influence of alcohol,’ Astawa said.

Astawa confirmed that the Internal Affairs Unit (Propam) and Criminal Investigation Unit (Satreskrim) of Belu Regency Police are currently investigating the case regarding the two officers’ negligence. Andreas has filed a police report for assault under case number P/B/136/V/2026/SPKT/Polres Belu/Polda NTT.

‘We have also conducted a medical examination of the victim. The officers involved are currently being handled by the Internal Affairs Unit,’ he added.

He apologised to the public for the assault involving two Belu Police officers. Belu Police assured the case would be handled professionally, transparently, and in accordance with applicable laws.
