Driving Licences Expired by Even One Day Must Be Reissued, Check the Regulations
Driving licence (SIM) holders need to pay close attention to the validity period of their documents. This is because licences that have exceeded their expiry date cannot be renewed, even if the delay is only by a single day.
According to reports, holders whose licences have expired must apply for the issuance of a new licence. This means applicants must undergo the entire process of obtaining a new licence, including both theory and practical examinations.
As is well known, driving licences are valid for five years. The regulations regarding the renewal of licences are stipulated in Law No. 22 of 2009 concerning Traffic and Road Transport (UU LLAJ), Article 85, paragraph (2). The article states, “Driving licences are valid for 5 (five) years and can be extended.”
Furthermore, the rules regarding the validity period of licences are set out in Police Regulation No. 5 of 2021 concerning the Issuance and Marking of Driving Licences. Article 4, paragraph 3, explains that licences that have passed their expiry date must be replaced with new ones.
“In the event that a driving licence has passed its period of validity as referred to in paragraphs (1) and (2), a new licence issuance must be applied for,” the regulation reads.
Consequently, expired licences cannot be processed through the renewal mechanism. Owners must follow the procedures for new licence issuance.
Costs for New Licence Issuance
The costs and processes for issuing a new licence are certainly different from the renewal process. Obtaining a new licence requires retaking the theory and practical tests, in addition to health and psychological tests. In contrast, a renewal only requires health and psychological tests.
The costs for issuing licences are regulated under Government Regulation No. 76 of 2020 concerning the Types and Tariffs of Non-Tax State Revenue Applicable to the National Police (Polri).
New Licence Issuance Fees
In the Appendix of Government Regulation No. 76 of 2020, the costs for new licence issuance start from Rp 50,000. The list of fees for new licences is as follows:

Licence Renewal Fees
Meanwhile, renewal fees are cheaper than new issuances. The list of renewal fees is as follows:

SIM C: Rp 75,000
SIM C I: Rp 75,000
SIM C II: Rp 75,000
SIM D: Rp 30,000

Health, Psychological, and Insurance Costs
The above costs do not include health tests, psychological tests, and licence insurance. Both new issuances and renewals must undergo health and psychological testing. Driver insurance is optional.
Health examination fees range from Rp 35,000 to Rp 50,000. Psychological testing costs Rp 100,000 (at renewal locations) or Rp 77,500 (online via the ePPsi website). There is also a Driver’s Personal Accident Insurance (AKDP) fee of Rp 50,000 (optional).
Lawsuit Against Rule Requiring New Licence for Late Renewals
The rule requiring a new licence for late renewals is being challenged in the Constitutional Court (MK) by a citizen named Jangkung Sido Sentosa under Petition Number 310/PUU-XXIV/2026. In a hearing held on Monday (14/9/2026), Jangkung presented amendments to the judicial review of Article 85, paragraph (2) of Law Number 22 of 2009 concerning Traffic and Road Transport. In his petition, Jangkung seeks that driving licences that have expired can still be renewed, provided they have not exceeded a one-year grace period.
“Declaring that the phrase ‘can be extended’ in Article 85, paragraph (2) of Law Number 22 of 2009… is contrary to the 1945 Constitution of the Republic of Indonesia and has no binding legal force, unless interpreted as ‘can be extended, including for driving licence holders whose validity period has ended, provided it has not exceeded a grace period of 1 (one) year from the expiry date of the driving licence’,” stated Jangkung during the online hearing.
