Drivers and discipline

The traffic in the Pasar Minggu area, South Jakarta,
particularly around the terminal, was smooth and orderly when the
discipline enforcers were deployed to help the police keep the
traffic in the city in order. But after they were recalled and
assigned to other duties, the traffic was back to its old chaotic
self.

Every bus that leaves the terminal stops for a few moments
near the terminal's exit to pick up more passengers, and thus
causes a blockade to the vehicles behind it. What surprises me is
that the terminal authority does not take any action against the
indisciplined drivers. The result is a near-perpetual jam.
