Draft PPRT Law: Government to Cover BPJS Health Contributions for Domestic Workers
JAKARTA, KOMPAS.com - Domestic workers (PRT) are entitled to social security for health and employment as regulated in the newly approved House of Representatives Law on the Protection of Domestic Workers (PPRT).
Social security for health and employment constitutes two of the 14 rights for domestic workers outlined in Article 15 paragraph (1) of the PPRT Law draft.
“Entitled to social security for health in accordance with applicable laws and regulations,” states Article 15 paragraph (1) letter g of the confirmed PPRT Law draft, Tuesday (21/4/2026).
“Entitled to social security for employment in accordance with applicable laws and regulations,” states Article 15 paragraph (1) letter h of the PPRT Law draft.
“The social security health contributions as referred to in Article 15 letter g shall be provided to PRT as aid recipients whose contributions are covered by the Central Government or Regional Government in accordance with applicable laws and regulations,” states Article 16 paragraph (1) of the PPRT Law draft.
However, for domestic workers who do not qualify as aid recipients (PBI) for BPJS Health, their health social security contributions shall be borne by the employer. This is regulated in Article 16 paragraph (2) of the PPRT Law draft.
“Further provisions regarding the social security health contributions as referred to in paragraphs (1) and (2), as well as the social security employment contributions as referred to in paragraph (3), shall be regulated by Government Regulation,” states Article 16 paragraph (4) of the PPRT Law draft.
